Job description

Duties Assists with formulating, publishing, and updating strategies, public affairs plans supporting crisis communications, incidents, accidents, and annexes. Analyzes and evaluates public affairs programs of subordinate organizations, advises on contingency planning, and provides public affairs guidance and policy. Provides Public Affairs support in areas of community relations, media relations, command information, and social-media outreach impacting the organization. Makes recommendations regarding contingency operations, daily operations, communication and mission planning and provides Public Affairs guidance. Engages in community relations and command information to include writing publications, preparing media releases, photography, briefings and videos. Responds to public requests and inquiries from local, regional, national and international news media organizations and representatives seeking coverage of and information pertaining to the command and its forces and activities. Provides Public Affairs guidance for the organization and subordinate units to assist them with conducting effective and efficient Public Affairs programs. Prepare Public Affairs Annexes and Public Affairs plans in support of command activities and special events. Develops and provides information for release to internal and external audiences. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Must be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required. This position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights. This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time. Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes experience in 1) Writing a variety of articles, news releases, speeches, social media posts and social-media communication plans; information papers/fact sheets to convey information and to clarify the organization's missions; 2) Preparing plans to establish guidelines and policies for use within the organization and its subordinate units; 3) Presenting oral and or written information to internal and external audiences to gain support for existing or proposed programs; 4) Applying principles, methods, and techniques of all forms of mass and interpersonal communications media when developing, executing, and evaluating public affairs plans, policies, and practices. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Public Affairs Policies and Procedures Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Applicants must meet all eligibility requirements and minimum qualification requirements prescribed by OPM within 30 days of the closing date of the announcement.
