Job description

Duties Responsible for the management of all Operations Security (OPSEC), Anti-Terrorism (AT), Emergency Management (EM), Insider Threat (InT), and Missions Assurance (MA) protection programs. Responsible for developing, implementing, supervising, and managing the Suitability and the Security Programs within the Garrison which consists of Industrial Security, Information Security and Personnel Security. Serve as liaison between the Installation Protection Office and Federal and state level agencies on matters pertaining to installation protection programs. Establish Installation AT plans to support mission requirements and contingency operations for the effective use of Army resources during significant events in support of the Installation Protection Plan (IPP). Responsible for developing, implementing, and managing the Emergency Management Program that provides for the synchronization of the installation's all-hazards response capabilities. Develop threat analysis for the Installation and provide recommendations to the Senior Commander for mitigation to Installation threats. Plan, oversee, assign and evaluate work of subordinate employees. Requirements Conditions of Employment This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment. This position requires the attendance and successful completion of Anti-Terrorism Level II Advanced Training conducted at Fort Leonard Wood within one year of employment and maintain training certification every three (3) years thereafter. This position requires the attendance and successful completion the Department of the Army Operations Security (OPSEC) Level II training course within one year from assignment to the position. This position requires the attendance and successful completion the Department of the Army Physical Security training course conducted at Fort Leonard Wood within one year from assignment to the position. This position requires shift work during times of disaster and/or crisis from normal 8-hour shifts up to extended 12-hour shifts, 7 days a week along with 25% overtime. Incumbent may be required to wear protective clothing and equipment necessary to meet safety requirements while conducting security surveys, inspections, or evaluations. Position requires occasional Temporary Duty (TDY) OR Business travel up to 10% of the time. This position requires attendance of the Security Engineering Training (SET) and Electronic Security Systems (ESS) Courses within first two years of employment. One year supervisory probationary period may be required if not previously completed. See "Additional Information" section for additional requirements. Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone no substitution of education for experience is permitted. Additional information The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted. This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident. This position has been identified for the Security Professional Education Development (SPeD) Certification Program. This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment. In accordance with AR 690-11, this position has been designated as "Emergency-Essential". Emergency-Essential designation takes precedence over any transportation agreement or military recall status. In the event of a crisis situation or wartime, the incumbent must continue to perform the duties and requirements of the position to ensure the success of combat operations or to support combat essential systems subsequent to mobilization or an evacuation order. Additional training, medical requirements, and deployment responsibilities may apply to this position. This position is Mission Essential and subject to recall where facility continuity of operations and/or completion of tasks are considered essential to the mission as required. Will be required to work atypical work hours, such as shift work, weekends, etc. to meet mission requirements such as real-world incidents. Required to work shifts in the Emergency Operations Center (EOC) when activated during times of emergency incidents like Hurricanes and severe weather events as well as manmade incidents.
