Job description

Duties This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021. As a SPECIAL OPERATIONS FORCES TECHNICAL ANALYST at the GS-0301-12/13 some of your typical work assignments may include: Advises the CXC Program Manager and Senior Leadership on the specifics of current and emerging U.S. Government and DoD Executive Orders, Policy, Operational Contingency plans (CONPLANS), and JP 3-40 doctrine for combating proliferation of WMD's through conventional, cyberspace, and special operations. Advises the CXC Program Manager on the diverse requirements of the Services, Combatant Commanders and other government agencies for integration of technologies into comprehensive capabilities that meet DTRA and DoD operational goals. Supports development of technologies, tactics, and procedures for defeating military or terrorist targets with emphasis on WMD-related facilities and systems associated with JP 3-40. Provides input on major R&D and test and evaluation (T&E) projects to support system-level demonstrations. Provides for the coordination of Counter Terrorism and Counter Proliferation demonstrations, acceptance testing and operational testing and evaluation to ensure that technologies and/or products developed through the R&D program have military utility, developed Tactics, Techniques and Procedures (TTPs) which addresses the requirements of Combatant Commands and Services. Develops and analyzes budget schedules and prepares budget justification materials for input into the R&D T&E portfolio for the annual DTRA Technology Development budget. Responsibilities include preparing, collecting technical data, and formulating final documents including narrative justifications to appropriate technical offices and team leaders. Coordinates with internal and external DoD, DOE, and other agencies to assess operational warfighter requirements for systems applicable to develop requirements and plans for future Advanced Concept Technology Demonstrations (ACTD) and Advanced Technology Demonstrations (ATD) to dissuade, deter, delay, disrupt, destroy, deny, and assure in accordance with Joint Publication 3-40. Provides for the management and monitoring of activities as defined by the WMD activity continuum in Joint Publication 3-40, that supports the R&D program and ensures commitment, obligation, and expenditure rates for assigned projects meet DTRA and DoD goals. Provides cost assessment, planning, scheduling and monitoring support while coordinating the budget development with the agency comptroller and maintains complete records of past, present, and planned work for analysis and planning for use in budget preparation and presentations to higher authorities. This position may require the incumbent to lift over 50lbs, walk and/or crawl over rough terrain, bend over, and/or crawl/fit into tight spaces. This position requires a medical examination to ensure the physical qualifications for the position are met. This requirement will be performed under a licensed healthcare professional. This is an Acquisition Workforce position in the Program Management functional area. The incumbent will be required to become certified in the Practitioner tier within 5 years. The incumbent is required to acquire a minimum of 40 continuous learning points (CLPs) every fiscal year as a goal and 80 CLPs being mandatory within 2 years Incumbent is expected to be available for weekend travel, weekend layovers during travel, and long hours while in travel status. Incumbent is TDY approximately 25% of the time. Travel to remote, austere locations in both CONUS and OCONUS will be required, and appropriate protocols must be followed. The employee must be willing to comply with each Combatant Command travel medical requirement to include vaccinations. Incumbent is required to submit a Confidential Financial Disclosure Form, OGE 450, within 30 days of entering the position, annually and upon termination of employment in accordance with DoD Directive 5500.7-R, Joint Ethics Regulation, Aug 30, 1993. Qualifications You may qualify at the GS 13, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below: Expert experience in Counter Terrorism and Counter Proliferation operations and interagency responsibilities needed to resolve complex problems, demonstrate innovative thinking, resourcefulness, and ingenuity in coordinating support operations and activities to delay, disrupt, or destroy networks, links, and nodes that support the conceptualization, development, production, and proliferation of WMDs. Expert experience in developing required programmatic and fiscal documentation to support the planning, programming and budgeting system and makes necessary programmatic and technical judgment of priorities. Formulates detailed plans and cost estimates for proposed projects and prepares task statements and performs technical monitoring and management of contracts to meet program objectives. Expert experience in the execution of information operations, computer science and information technologies and how it applies to countering the assembly, stockpile, delivery, transfer, or employment of WMDs. Expert knowledge of the policies, plans and objectives of the inter-service and inter-agency relationships involved in Counter Proliferation in order to plan, coordinate, and serve as the agency's representative to Special Operations Forces (SOF). Expert experience serving as a staff specialist and technical analyst for vital technologies for WMD Pathway Defeat on WMD facilities and associated infrastructure. Expert experience coordinating internally and externally with other DoD agencies concerning all aspects of the program. Expert experience in the management of assigned programs which includes several factors such as cost effectiveness, attainment of goals and objectives, compliance with regulatory requirements and responsibility for making recommendations and decisions which may result in changes in investment priorities and strategies, program execution and operational concepts. You may qualify at the GS 12, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service as listed below: Extensive experience in Counter Terrorism and Counter Proliferation operations and interagency responsibilities needed to resolve complex problems, demonstrate innovative thinking, resourcefulness, and ingenuity in coordinating support operations and activities to delay, disrupt, or destroy networks, links, and nodes that support the conceptualization, development, production, and proliferation of WMDs.
