Come and be a part of transformative initiative that will catalyze green infrastructure, resiliency, and sustainability across a 12-county region of central North Carolina. The Piedmont Triad Regional Council (PTRC) seeks a grant professional to help administer a mix of federal, state and foundation funds related to projects across multiple areas of Regional Planning. Installing Green Stormwater Infrastructure, creating stormwater management components along trails, and installing EV charging stations are just some of the program activities for which the Grants Analyst will ensure proper fiscal administration. As the lead regional organization for the 12 counties of the Piedmont Triad of North Carolina, PTRC has helped secure funding for the regions communities from numerous federal and state agencies, including FEMA, the Environmental Protection Agency, the U.S. Department of Housing and Urban Development (HUD) (pending), N.C. Department of Environmental Quality, and more. Experience with each federal or state funder is not required, but experience with 2 CFR 200 Uniform Guidance and the States General Statutes for contracting and procurement is preferred.

The work program of this role calls for a leader who can bring together a diverse group to make decisions collaboratively amongst vague or cross-cutting guidelines. This position will also lead and/or support grant-seeking efforts based on needs and opportunities in our member communities. A successful candidate will also feel comfortable ensuring projects are implemented effectively for communities and in compliance with applicable regulations. Being willing to constantly learn is advantageous. A successful candidate will enjoy building experience and adding skills applicable to a wide range of local government functions, including planning, finance, community development, budgeting and project management.

  • Ensures special programs and resource needs are met by researching and obtaining grant funding from federal, state and local agencies or non-profit organizations.
  • Maintains all financial records both through digital and hard copy files for federal, state and local auditing purposes.
  • Initiates, coordinates, and processes all supporting agreements, schedules, and documentation.
  • Performs a variety of technical writing.
  • Knowledge of grants management from application processes to closeout.
  • Knowledge of purchasing/requisition procedures and bidding requirements.
  • Knowledge of the NC local government fiscal control act and techniques common to budgeting.

Additional duties may include supporting project managers on other grant-funded initiatives including disaster recovery and resilience, air quality, and transportation projects. Individual should provide technical assistance with grant writing and project management for regional planning initiatives. Employee will occasionally work with an intern and/or volunteers, (e.g. community partners or non-profits) to carry out these services.

POSITION REQUIREMENTS:

Bachelor's degree related to political science, planning, finance, accounting or a related field with some experience in publicly-funded projects, overall project management, or related field. An equivalent combination of education and experience sufficient to provide the required knowledge, skills, and abilities may be considered. Position requires superb verbal and written communication skills to interact with a variety of individuals including co-workers, local government staff, granting agencies, general public, and elected officials. Successful candidate will possess general knowledge of local and regional grant principles and practices. Ability to work independently; review information for accuracy and consistency; interpret regulations; determine when to seek guidance from superiors; and possess strong analytical and critical thinking skills. Familiarity with data processing using Microsoft programs (Excel, Word, and PowerPoint) necessary. Familiarity with federal and/or state grant portals is a plus. Successful candidate must pass organization's pre-employment drug screen and organization's background screening process. Valid NC driver's license required. Travel throughout 12-county region is required to carry out program duties. Other travel may be required on occasion.

Starting salary $56,201.60 is dependent upon credentials and experience. PTRC offers competitive salary and excellent benefits including Local Governmental Employees Retirement System (LGERS).

SALARY RANGE: Salary $56,201.60 DOQ. Organization provides excellent benefits including NC Local Governmental Employees Retirement System (NCLGERS), and participates in PSLFP.
