Job description

Duties Serve as the technical explosives safety specialist governing the implementation of a comprehensive explosives safety program for all activities within USARJ. Develops explosive safety/weapons testing policies for the command. Provides continuous monitoring of the program to determine compliance with established policies and regulations and to determine the need for corrective actions and identify areas where improvements can be made. Develops explosives safety policy governing occupational safety criteria, guidelines, standards, etc., Evaluates the technical aspects of the overall explosives safety program for USARJ, USAGJ, USAGO, and KURE for compliance with safety standards promulgated under federal, Department of Defense Investigates ammunition and explosive accidents and incidents, and weapon-related accidents and incidents. Reviews and analyzes accident and incident reports, standing operating procedures, organizational and program documents. Requirements Conditions of Employment One year trial/probationary period may be required. Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Must be able to satisfy the requirements of the 26JUL12 DODI 1400.25 V1230, DoD Civilian Personnel Management System: Employment in Foreign Areas and Employee Return Rights. Visit This is a Term position scheduled to last 3 years. A term position may be extended to a maximum of six years depending upon the needs of management. The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. This position requires to obtain and maintain CP-12, Safety Professional certification, CP-12 Explosives Safety Professional Certificate, and radiation basic, advanced and shipping courses certifications within one year of employment. This position requires to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles. Must be able to obtain and maintain a Secret security clearance. This position has a Temporary Duty (TDY) or business travel requirement of 30% of the time. Pre-employment physical is required and annual thereafter. This position involves regular and recurring physical exertion to include bending, stooping, and standing for long periods of time. This position will involve the incumbent to be exposed to radioactive source material, industrial operations gases, vapors, and explosives. Hazardous materials, high noise levels, dusts, fumes, and inclement weather are to be expected. Protective clothing and equipment frequently necessary for this position. Incumbent is required to attend specific ammunition and related classes, to become certified IAWAMC R 350-4, and become a certified CP-12, Safety Professional and attain the CP-12 Explosives Safety Professional Certificate. Non-Department of Defense (DoD) Transfer In order to qualify, you must meet the experience requirements described below. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11). Planning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Selecting officials may select or not select from a certificate of best-qualified candidates OR from a list of applicants eligible for noncompetitive placement (5 CFR 335). Education Some federal jobs allow you to substitute your education for the required experience to qualify. For this job, you must meet the qualification requirement using experience alone no substitution of education for experience is permitted. Additional information Direct deposit of pay is required. U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement. Locality pay does not apply in the overseas area. If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12. Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only. Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions. Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250 .
