Job description

Duties Serves as a Security Specialist in the Security and Law Enforcement Office and provides customer service and troubleshooting for a wide arrange of Security and Administrative issues. Regularly deals with situations that may require quick decisions being made and at times will be required to make security related decisions in the absence of the Security Manager. Managing the Personnel Security Program which includes managing the Security Management Office (SMO) in DISS, checking personnel for background investigations, submitting background investigation requests. Managing security rosters and investigates reports of Derogatory Information from the DoD CAF and serves as the Alternate Antiterrorism Officer (ATO) for the district. Assists in the District AT Program which includes reviewing contract documents for security requirements, Division and District AT Exercises, annual Criticality and Threat Assessments, and participating in Protection Working Groups (PWG). Manage of the District's Physical Security Program which includes reviewing security regulations, updating plans and policies, and managing the District's Access Control Program. Assist in conducting required Physical Security Assessments as a Physical Security Inspector. Under supervision of the Security manager manages the District's Security Awareness and Training Program and Law Enforcement Program. Ensures all District employees complete Annual Security Trainings. Participates in Annual Security Exercises, investigates possible criminal activity, generates appropriate reports, and acts as an assistant liaison with Federal, State, and local Law Enforcement agencies. Serves as the Site Security Manager (SSM) for the RAPIDS/ ID Card Program, managing and ordering Cardstock and consumables. Handles all routine requests for information, assistance, and approvals in accordance with established policies. Acts as the POC for the District's FPS Security Guard contract. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment. This position requires the successful completion (certification) of a Level II AT Officer course within one year of entrance on duty date. This position requires the successful completion of the US Army Conventional Physical Security and Crime Prevention Course within one year of entrance on duty date. Qualifications Who May Apply: US Citizens In order to qualify, you must meet the requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-07 Specialized Experience: One year of specialized experience which includes working with the basic principles, concepts, policies, practices and methods of personnel security administration; accessing automated systems to obtain investigations and clearance information; using automated filing system to track, maintain, and to update or control secure and private information. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05). OR Education: Completed one full academic year of graduate-level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as, Criminal Justice, Law Enforcement or Personnel Security. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. GS-09 Specialized Experience: One year of specialized experience which includes experience in assisting with the development and/or execution of various Security Programs, being able to work independently of the Security Manager, education, or training in collecting and analyzing data effectively, efficiently, and accurately. Able to apply procedures and directives by reading and interpreting technical material. Demonstrated ability to read, understand, and retain a variety of instructions, regulations, and procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). OR Education: Completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Criminal Justice, Law Enforcement, or Personnel Security. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. GS-11 Specialized Experience: One year of specialized experience which includes experience in assisting with the development and/or execution of various Security Programs, being able to work independently of the Security Manager, education, or training in collecting and analyzing data effectively, efficiently, and accurately. Able to apply procedures and directives by reading and interpreting technical material. Demonstrated ability to read, understand, and retain a variety of instructions, regulations, and procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Criminal Justice, Law Enforcement, or Personnel Security. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
