Job description

Duties As an Equipment Specialist, the primary purpose will be to provide instruction and assistance to state unit personnel regarding Army National Guard (ARNG) equipment and maintenance management. Knowledge of the principles, concepts, and methods of equipment maintenance and management of a variety of ARNG equipment is required. Serves as a recognized authority on the repair and operation of various types of ARNG equipment. Provides advice, assistance, and guidance regarding maintenance management systems, material readiness programs, cost reduction programs, and maintenance shop practices in maintenance facilities. Prepares and conducts both classroom and on-the-job training designed to upgrade, improve, and/or update the knowledge and working skills of unit maintenance personnel. Evaluates directives to ensure adherence to standard methods, conformity in maintenance procedures, and the proper use of maintenance equipment, facilities, and personnel. Reviews the effectiveness and efficiency of equipment and maintenance management and needs for improvement of existing practices and the impact on the overall maintenance program. Performs hands on maintenance procedures to personnel on proper trade techniques, practices, and explains safety precautions involved in maintenance. Requirements Conditions of Employment NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted service position that requires membership in a compatible military assignment in the ND National Guard, required prior to the effective date of placement. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the ND National Guard must be eligible for immediate membership and employment in the ND National Guard in the military grade listed in this announcement. Males born after 31 December 1959 must be registered for Selective Service. Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. Participation in direct deposition is mandatory. You must be able to obtain and maintain a secret security clearance. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Must have a valid state driver's license for the state in which they live or are principally employed. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. MILITARY GRADES: Enlisted (E7 and below) QUALITY OF EXPERIENCE Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. GENERAL EXPERIENCE: Applicant must possess the experience, education, or training which demonstrates: 1) the understanding of standard shop terminology; 2) a basic knowledge of mechanical principles relating to equipment; 3) the ability to read and interpret blueprints and technical publications; 4) operational functions such as repairing, overhauling, maintaining, constructing, or inspecting equipment; and 5) experience using computer and automation systems. SPECIALIZED EXPERIENCE: Applicant must possess at least 1 year experience at the GS-7 grade level or civilian equivalent experience, education, or training which provided knowledge and skill in: 1) applying commonly used equipment, facility, or service principles and concepts; 2) experience in the use of tools and test equipment; 3) knowledge of maintenance programs and techniques; 4) knowledge and skill in applying principles, concepts, and methods of equipment design; and 5) developing, installing, inspecting, or revising equipment maintenance programs and techniques. OR EDUCATION: master's or equivalent graduate degree in a related field OR 2 full years of progressively higher-level graduate education leading to such a degree. OR An equivalent combination of work experience and education. You must also possess the experience, training or education to support your claim for the competency statements listed within the assessment questionnaire.
