Job description

Duties As a Financial Services Technician, you will provide analysis, validation, processing and correction of financial transactions and issues/ problems involving the full range of financial services. Incumbent uses complete understanding of inter-related systems and processes across multiple functional areas and their interoperability to ensure the validity and accuracy of all disbursements, collections, and adjustments related to financial records. Performs broad-in-depth financial analysis of inter-related accounting, logistics and computer file systems concerning pay, accounts payable, and various travel entitlements, using multiple procedures, processes and techniques to evaluate alternatives and arrive at decisions, conclusions and recommendations. Interprets data to identify problems, determines nature of the problem or issue, decides approaches to use to resolve issues, and recommends solutions for systemic changes to enhance operations. Performs varied duties, involving financial services payment systems (travel, accounts payable, and pay; i.e. Joint Uniform Military Pay System Uniform Standard Terminal Input System (JUMPS), Operational Data Store (ODS), Standard Financial System ReDesign1 (SRD1), Defense Travel System (DTS), Integrated Automated Travel System (IATS), etc., by applying a series of different and unrelated methods, processes and techniques involving established financial management systems. Applies information derived from personnel management systems to ensure proper pay and entitlements to Soldiers and civilians. Schedules, runs, and analyzes various financial system reports, such as daily activity reports, error/reject reports, status reports, discrepancy and mismatch reports, transaction reports, and ad hoc reports. Requirements Conditions of Employment Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. Participation in direct deposition is mandatory. You must be able to obtain and maintain a secret security clearance. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. As a basis of continued Title 5 Excepted Service employment/appointment, incumbent must complete the requisite quantity of CETs every two years to sustain the achieved certification level. As a basis of continued Title 5 Excepted Service employment/appointment, incumbent must meet the DoD directed civilian financial management certifications for the finance position within two years of initial hire date or promotion appointment date. As a basis of continued Title 5 Excepted Service employment/appointment, incumbent must complete all Financial Management Program education and training. This is a Financial Management Level 1 Certified position. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. May occasionally be required to work other than normal duty hours; overtime may be required. Qualifications PCS STATEMENT: PERMANENT CHANGE OF STATION COSTS WILL NOT BE PAID FOR THIS POSITION. QUALITY OF EXPERIENCE Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. GENERAL EXPERIENCE: Applicant must possess experience that was gained through work within similar financial program structures that support the Series GS-0503 occupational functions, basic principles, and procedural concepts: and meet the specific graded-position's competencies (skill, knowledge, abilities, and behaviors). SPECIALIZED EXPERIENCE: Applicant mustpossess the required one year of specialized experience at the GS-7 grade level or civilian equivalent, which includes; 1) ability to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures; 2) identification of issues/problems involving the full range of financial services; 3) skilled in working with inter-related systems and processes across multiple functional areas and their interoperability to ensure the validity and accuracy of all disbursements, collections, and adjustments related to financial records; and 4) ability to review pay concerns or complicated pay adjustments to include assessing unusual circumstances or conditions. You must also possess the experience, training or education to support your claim for the competency statements listed within the assessment questionnaire. Refer to "How you will be Evaluated" section of this announcement. Part-time or unpaid experience: Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment. Education Substitution of education for specialized experience. To qualify for the National Guard GS-0503 Title 5 Excepted Service positions, on the basis of completed undergraduate or graduate education, the college degree education must be in one of -or- be a combination of the following required disciplines: Accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management. If you are using education to qualify for this position, you MUST provide transcripts, DA 1059, and/or course completion Certificate, to support your educational claims. To receive credit for education, you must provide supporting documentation of proof that you meet the education requirements for this position.
