Job description

Duties The purpose of this position to serve as a supervisor (Branch Chief) with technical and administrative supervisory responsibilities to include the oversight of subordinate staff performing work related to a wide spectrum of pay operations (Military Pay, Civilian Pay, Accounts Payable and Travel Pay). Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Manages, directs, and executes wide spectrum pay operations (Military Pay, Civilian Pay, Accounts Payable, and Travel Pay) for States USPFO customers which requires the development of policies and procedures unique to each command in an environment of constantly changing priorities and missions. Confers and resolves all problem areas related to the branch's administrative and functional responsibilities in relation to DCPS and its related accounting interfaces. Conducts analysis to determine the effectiveness of operations, compliance with established policies and procedures, reliability of transactions and validity of supporting documentation. Exercises accountability and leadership oversight of audits and operational reviews performed by the Internal Control and Quality Review units to ensure correct and proper execution of DoD guidance, policies, and procedures with respect to all previously mentioned pay operations. Coordinates and participates in the development and presentation of pay policy and execution training for customers and staff. Participates in formal and informal management planning, policy, and decision-making sessions. Participates in conferences, workshops and other meetings with key pay personnel and Defense Agency representatives concerning financial matters involving the changing of mission requirements, new laws and/or directives and reports any questions of unprecedented pay entitlements. Requirements Conditions of Employment Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. Participation in direct deposition is mandatory. You must be able to obtain and maintain a secret security clearance. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. May occasionally be required to work other than normal duty hours; comp-time and/or overtime may be required. May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments. THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. Must complete the requisite quantity of CETs every two years to sustain the achieved certification level. As an essential personnel, incumbent may be subject to duty in preparation for, or response to, a state emergency or disaster declaration. Designation will not exceed 14 calendar days unless approved by TAG. Qualifications PCS STATEMENT: PERMANENT CHANGE OF STATION COSTS WILL NOT BE PAID FOR THIS POSITION. QUALITY OF EXPERIENCE Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. SPECIALIZED EXPERIENCE: Applicant must have one year of specialized experience equivalent to the next lower grade level, which includes: 1) Performs complex analysis to make informed decisions that comply with financial standards; 2) Experience independently utilizing regulatory guidance and a complete understanding of automated systems and processes; 3) Experience in managing the function of the work to be performed; and 4) Leading, directing, and assigning work based on strengths and weaknesses of personnel? Part-time or unpaid experience: Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment. Education To receive credit for education, you must provide supporting documentation of proof that you meet the education requirements for this position.
