Duties This position requires military membership in the Puerto Rico Army National Guard (PRARNG) Selected applicant(s) will be required to complete an online Onboarding process. Requirements Conditions of Employment NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement. Males born after 31 December 1959 must be registered for Selective Service. May be required to successfully complete a probationary period. Participation in direct deposit is mandatory. Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position. Loss of military membership will result in immediate loss of your full-time military technician position. Excepted Civil Service Technicians are required to maintain a MOS/AFSC and military grade that is determined by the NGB to be compatible with the assigned technician position. Acceptance of any military technician position may cause the termination of entitlements and eligibility for all military bonuses and student loan repayments. Must be able to obtain and maintain the Government Travel Credit Card (GTC) as a condition of employment. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. Must be able to obtain and maintain the appropriate SECRET security clearance of the position. Qualifications IMPORTANT INFORMATION: This position requires military membership in the Puerto Rico Army National Guard (PRARNG). If you are not a military member of the PRARNG (i.e., Airman, civilian, active-duty Soldier, prior service, guard member from another state, reservist, IRR, State Guard, etc.), you must contact the Recruiting and Retention (R&R) Office at extension 2015 or 2008 and request the PRARNG Military Basic Requirements (MBR) Certification. If the MBR certification is not submitted, or you do not meet the requirements to be a member of the PRARNG, your application will not be screened. AREA OF CONSIDERATION: HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements. Area 1 = All permanent Technician Officers and Warrant Officers members employee's (NG T32/NG T5) within Puerto Rico Army National Guard. DUTIES: As a INVESTIGATIONS AND INQUIRIES SPECIALIST (D1165P01),GS-1801-11, you will provide a variety of specialized technical and investigative work associated with Complaints, Review, and Oversight functions within a state level IG office. Further, this position will serve as a specialist on both Army and Air issues at the State level and provide support to the State IG in investigating and resolving both Army and Air IG issues. PHYSICAL DEMANDS: The work is primarily sedentary with walking, standing, light carrying, and personal computer operating. There are periodic requirements to travel around the installation in order to accomplish interviews of personnel. Some travel may be required to attend conferences or to travel to the MACOM/MAJCOM Headquarters to brief findings to command staff officials. WORKING ENVORONMENT: The work is performed in an office setting with adequate lighting, ventilation, and environmental control. QUALIFICATIONS REQUIRED: You will lose consideration for the position if your application does not include all the information/documents requested on the vacancy announcement. GENERAL EXPERIENCE: Experience, education, or training which the applicant provides with skill in collecting and analyzing data effectively, efficiently, and accurately; knowledge of applicable laws, directives, regulations, policies, and procedures; skill in interpersonal communications, empathy, and effective listening; ability to organize thoughts, research materials, and manage case projects; skill in comprehending and interpreting directives and laws; ability to enunciate without impediment of speech that would interfere or prohibit effective communications; ability to write reports and presentation formats; and ability to communicate -orally and in writing- clearly and effectively. SPECIALIZED EXPERIENCE: Applicant must possess at least ONE (1) year of specialized experience at the next lower-level GS-09 or the equivalent THIRTY-SIX (36) months of specialized experience performing or supervising duties such as serving as a specialist to the State IG in processing U.S. Army Inspector General Action Requests (IGARs) and U.S. Air Force Complaints in accordance with AR 20-1 and AFI 90-301 respectively, and other applicable guidance; analyzing each IGAR or complaint to identify specific problem areas; providing recommendations for corrective action to the IG in accordance with applicable regulations; assisting with the correcting of injustices and errors and eliminating conditions and practices that are detrimental to the good order, discipline and moral of National Guard personnel; conducting oversight and quality review for investigations into allegations, ensuring thoroughness, impartiality, and appropriateness of any action taken; providing unit training and guidance to command and personnel; providing advice on all matters under investigation by the Office of the State Inspector General and conducts or oversees investigations, as required, in effecting a resolution for an IG complaint or IGAR; conducting recurring/special investigations/inquiries, analyses, and studies as required; providing assistance and advice to the State Inspector General or Adjutant General, as required, on all matters subject to the jurisdiction of the Office of the State Inspector and as directed by the Adjutant General. Education SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: Master's degree or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree in an accredited college or university will satisfy the requirements for 3 months of specialized experience. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. Courses must be directly related to the work of the position. Copy of official/student transcripts showing conferred Degree must be included in order to receive credit for education. Unofficial transcripts from internet or with alterations will not be considered. To receive credit for education the information must be included in the education section of the Resume.
