Job description
Duties This position requires military membership in the Puerto Rico Army National Guard (PRARNG). Selected applicant(s) will be required to complete an online Onboarding process. Requirements Conditions of Employment NATIONAL GUARD MEMBERSHIP IS REQUIRED. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement. Males born after 31 December 1959 must be registered for Selective Service. Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position. Loss of military membership will result in immediate loss of your full-time military technician position. Must be able to obtain and maintain the Government Travel Credit Card (GTC) as a condition of employment. Must possess a valid PR State driver's license to operate government motor vehicle in accordance with Service specific Vehicle Operations Directives. Must be able to obtain and maintain the appropriate SECRET security clearance for the position. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Extensive travel is required to perform duties throughout the state. Irregular and overtime (compensatory) hours may be required to support operational requirements or contingencies. Qualifications IMPORTANT INFORMATION: This position requires military membership in the Puerto Rico Army National Guard (PRARNG). If you are not a military member of the PRARNG (i.e., Airman, civilian, active-duty Soldier, prior service, guard member from another state, reservist, IRR, State Guard, etc.), you must contact the Recruiting and Retention (R&R) Office at extension 2015 or 2008 and request the PRARNG Military Basic Requirements (MBR) Certification. If the MBR certification is not submitted, or you do not meet the requirements to be a member of the PRARNG, your application will not be screened. AREA OF CONSIDERATION: HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements. Area 1 = All permanent Technician Enlisted employee's members (NG T32/NG T5) within Puerto Rico Army National Guard. DUTIES: As a MANAGEMENT ANALYST (D), GS-0343-9, you will serve as a management analyst in the USPFO and direct Central Issue Facility (CIF) stock record operations using the Standard Army Management Information System software and locally devised management programs IAW law and regulations. Provides management analysis regarding logistical and/or fiscal accountability for the equipment and resources assigned to the USPFO and CIF and performs a variety of review assignments involved in developing, analyzing, evaluating, and/or in providing management assessments. PHYSICAL DEMANDS: Work is primarily sedentary although some slight physical effort may be required. WORKING ENVIRONMENT: Work is typically performed in an adequately lighted and climate-controlled office. GENERAL EXPERIENCE: Experience, education, or training in administrative, professional, investigative, technical, or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes, and principles of management. Knowledge of the National Guard organizational structures, functions, procedures, and techniques. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Applicant must possess at least ONE (1) year at the next lower-level grade GS-07 or the equivalent TWENTY-FOUR (24) months of specialized experience performing or supervising duties such as reviewing organizational information regarding inventory management, storage management, equipment coordination fiscal and supply management utilizing inspection reports, applicable Department of Army (DA) regulations, and activity mission statements; identifying tentative sub-objectives or firm objectives regarding stock record operations; performing management studies of organization's auditable entity; identifying potential weaknesses in internal controls; conducting troubleshooting and management studies; ascertaining the need for changes in existing management systems or methods of operation such as work processes, functional responsibility, operating techniques, organizational structure and other factors ; assignments involving several specialized areas of management such as organizational analysis, work methods and standards, procedure analysis, and management statistics; participating in providing management consulting services on all aspects of improving management operations; providing liaison assistance, as required, to external organizations with responsibility for coordinating their activities with the USPFO; performing follow-up assignments on agreed upon review findings, recommendations, and monetary benefits made during previous audits engagements; preparing management studies which present findings identifying causative situations and recommending corrective actions. Education SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: Completion of 2 academic years of education in an accredited college or university will satisfy the requirements (30 semester hours or 20 classroom hours of instruction per week) for 3 months of specialized experience. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. Courses must be directly related to the work of the position. Copy of official/student transcripts showing conferred Degree must be included in order to receive credit for education.
