Torch Technologies has an exciting opportunity for a Systems Engineer located in Kettering, OH (Dayton, WPAFB) to support our EPASS GB contract. As part of the AFLCMC/GB Business and Enterprise Systems Directorate, the Maintenance Repair and Overhaul Initiative (MROi) is a DOTMLPF-P transformation and standardization of both the business processes and enabling materiel solution which provides Air Force Sustainment Center (AFSC) with an integrated capability for planning, scheduling and executing organic depot maintenance to support agile planning, optimized workload assignment, resource allocation and integrated quality. The MROi materiel solution is a web-enabled system operating wholly within the .mil network. It implements a configured Oracle enterprise Business Suite (eBS) Commercial Off-The-Shelf (COTS) software product with 'complex MRO' being the core module for user interaction. This is supplemented with the integration of other necessary eBS suite modules plus Reports, Interfaces, Conversions and Extensions (RICE) objects which are deemed necessary to provide the required functionality. MROi implementation is divided into four software releases with capabilities to plan, schedule and execute organic depot maintenance processes within the commodities, electronics, missile and propulsion maintenance groups. MROi replaces dissimilar legacy systems and processes used across numerous geographic locations with a common enterprise business system that optimizes resource and workload assignments, facilitates what- if planning and frees-up logistics capacities aimed at improving capabilities availability to the warfighter. MROi operates within a Defense Information System Agency (DISA) hosted environment and interfaces with various legacy systems to support continuous operations within the depot maintenance environment. ESSENTIAL DUTIES/POSITION DESCRIPTION: This position requires a highly motivated individual with systems engineering experience to include the below job duties: successful candidate will perform work that applies a broad theoretical and practical knowledge of Agile system engineering to the acquisition process and be able to: Responsibilities may also include but not be limited to: • Perform work that applies a broad theoretical and practical knowledge of Agile system engineering to the acquisition process to i dentify, describe, and apply emerging IT acquisition strategies, best practices, IT-related performance measures and quality management in support of acquisition planning, information assurance/cybersecurity, test and evaluation processes, verification and validation processes, and/or, fielding and sustaining of IT/software systems; • Conduct reviews on program portfolio to evaluate and/or recommend alternative plans, improve systems engineering programs/processses, manage/sustain program technical baseline, and design/perform system level tests to assure that subsystems and system performance is achieved in accordance with approved specifications; Perform program reviews to evaluate alternative proposed plans, systems engineering programs, design and test results to assure that subsystem and system performance is achieved in accordance with program specifications; • Prepare technical documentation which defines, specifies, and recommends system/subsystem characteristics; • Prepare management reports and conducts technical presentations for planning, implementation and corrective action using application of engineering principles; • Perform validation of software systems including development of analyses/evaluation criteria and procedures, analyses/evaluation of results, and related recommendations; • Provide Agile and Digital system/program engineering, technical support and technical training to support programs/initiatives including, but not limited to, acquisition, development, integration, sustainment, continued evolution, deployment/fielding and installation, and operations oversight; • Provide engineering support services and inputs to program and project risk management activities in compliance with AF Systems Engineering Assessment Model (SEAM) processes; and, • Perform all (system) engineering according to applicable DOD, AF, AFMC directives, instructions, and manuals, to include, but not be limited to, AFI 63-101, AFMAN 63-144, AFMCI 63-1202, AFMAN 63-128, AF/ 99-103 - and their updates, successors (as happens over time). Job Requirements JOB REQUIREMENTS/QUALIFICATIONS: Must be a U.S. Citizen Must have an active Secret clearance and be able to maintain clearance at required level. Possesses the advanced knowledge, experience and recognized ability to be considered an expert in their technical/professional field, possess the ability to perform tasks and oversee the efforts of junior and mid-level personnel within the technical/professional discipline. Will demonstrate advanced knowledge of their technical/professional discipline as well as possess a comprehensive understanding and ability to apply associated standards, procedures and practices in their area of expertise. (Program Office, Enterprise and Staff Level Support interface) EDUCATION: Minimum Recommended Education and Experience: Advanced Degree (MA/MS) or Doctorate from an ABET accredited program in Computer Science, Information Technology or other Engineering Discipline and 10 years of experience, 5 of which must be in the DoD, or BA/BS Degree from an ABET accredited program in Computer Science, Information Technology or other Engineering Discipline and 12 years of experience in the respective technical/professional discipline being performed, 5 of which must be in the DoD, or, 15 years of directly related experience with proper certifications, 8 of which must be in the DoD.
