Job description
Job Description: Will be required to provide support to various F-16 FMS Programs. Must have skills in and knowledge of FMS policies, processes and applicable guidance as well as knowledge of fighter aircraft technology and USAF administrative guidelines. The Contractor shall support teams working on one or multiple programs, shall travel CONUS and OCONUS, and shall require an adjusted work week schedule while TDY supporting official meetings in foreign countries. Examples of responsibilitieis include: Assist with the monitoring, reviewing, analyzing and coordination of security assistance issues concerning DoD and non-DoD agencies to ensure compliance with established policies, Letters of Request (LORs), and Letters Of Offer and Acceptance (LOAs), the Foreign Assistance Act, the Arms Export Control Act (AECA), and other relevant legislation. Assist with the pre-LOA development and implementation and execution of assigned LOAs and complete assign projects with no or minimal assistance. Assist with reviews of various documents, export licenses, or other documentation submitted by contractors for government review and assist with release and coordination of government responses. Provide project management support for FMS LOA and MRP modifications and amendments, including manpower needs for F-16 aircraft according to the LOR from country and LOA. Monitor the funding status and track expiring positions in coordination with Project Managers and SAPMs to allocate and extend positions with country concurrence. Provide acquisition expertise and advice to SAPMs, line managers, functionals across all phases of the acquisition process and insight into areas relating to acquisition policy, streamlining, management, and lessons learned. Assist in planning, organizing, and managing critical aspects of the integration schedules in support of the test manager as needed. Supply understanding in the application of acquisition management initiatives such as EVMS and risk management. Assist in the full spectrum of actions required to award contracts to include pre-award documentation and assist in the evaluation of proposals submitted in response to a Government Request for Proposal (RFP). Assist in the coordination of resources (financial, management, procurement, engineering, and logistics) and the consolidation of their inputs into common documents. Support the Government by managing coordination and suspense control activities for inquiries from higher headquarters, prepare responses for senior officials' approval and provide recommendations to senior management for dispositions. Required Skills/Education/Experience: Bachelor's degree with 18 years of experience; 7 of those years of experience must be in a Defense Acquisition program. Or, have a Master's degree with 10 years of aircraft acquisition experience; 7 of those years must be in a Defense Acquisition program; Or, have 22 years of aircraft acquisition experience with a high school degree; 7 of those years must be in a Defense Acquisition program.
