Job description

Duties Apply advanced technical and analytical competences through the use of advanced specialized equipment and procedures while conducting traffic collision response, investigations and reconstruction. Conduct long and short-term investigations when solutions cannot be achieved during the course of a normal patrol shift Enforce the laws of the United States, the Uniform Code of Military Justice (UCMJ), and applicable local regulations involving persons and property. Conduct and/or participates in civilian training regarding various law enforcement topics conducted on an Army installation. Operate the National Crime Information Center (NCIC) terminal to transcribe data and the Breath Alcohol Tester (Intoxilyzer) for suspected impaired drivers. Operate 3D laser scanning technology or similar system to gather high-precision measurements of collision scenes. Serve as Point of Contact (POC) for insurance agencies as well as civil law enforcement agencies on investigations or projects. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Applicants must successfully graduate from the United States Army Civilian Police Academy within 12 months of hire date; unless incumbent has a current approved waiver/exception from the Office of the Provost Marshal General (OPMG). Applicants must successfully graduate from a DOD, Federal, National or State approved Traffic Management and Collision Investigation (TMCI) course within one year of hire date. Incumbent must meet the requirements of AR 190-56 (The Army Civilian Police and Security Guard Program). Prior to appointment you must agree in writing to adhere to these conditions of employment. This position requires an initial and periodic medical examination to assess your ability to take the Physical Ability Test and to perform the essential functions of the job, with or without reasonable accommodation. This position requires you to pass the record Physical Ability Test (PAT) within 30 days of being hired and annually thereafter. This position requires the selectee to qualify annually for the Individual Reliability Program (IRP) as explained in IAW 190-56, Chapter 3. Incumbent must be able to successfully pass training, certification and qualification requirements related to law enforcement work functions as prescribed by policy, regulations or statutes. This position requires certification in weapons qualifications, first aid/CPR and National Incident Management System (NIMS) training requirements. This is a Testing Designated Position (TDP) and is covered by the Alcohol and Drug Abuse Prevention and Control Program. IAW AR 600-85, a DA 5019 Condition of Employment must be signed for mandatory drug testing. The 1996 Lautenberg Amendment to the Gun Control Act of 1968 covers this position. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for this position. Incumbent must possess a valid state driver's license and be able to obtain and maintain a government motor vehicle operator's license. Official Temporary Duty (TDY) up to 10% of the time may be required. Incumbent is subject to possible civil action due to improper exercises of authority or injudicious use of force in the apprehension or detention of individuals. This position is designated as Mission Essential (IAW DODI 3024.42 and DTM 17-004) during Inclement Weather Conditions or other designed/identified emergency conditions. Hours of work is subject to irregular and/or rotating shifts, evenings, nights, weekends and holidays. Incumbent is required to work overtime as directed and is subject to recall for emergency overtime. Incumbent must be able to wear chemical protection masks, gloves, and other associated equipment. Federal law requires removal of federal law enforcement officers convicted of felonies. Public Law 106-554 includes a provision that imposes requirements on federal agencies, including DoD installations, that employ law enforcement officers. Qualifications Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. GS-08 Specialized Experience: One year of specialized experience which includes work that involves informing individuals of their rights as suspects and/or witnesses; enforcing traffic regulations or laws; taking charge of a crime or accident scene and restricting access; or arresting violators. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone no substitution of education for experience is permitted.
