Job description

Duties Serves as Technical Director. Acts as advisor to the Director, and other personnel of the Directorate, on all operational/user tests and evaluations. Ensures that proper and adequate testing is performed. Evaluates test methodologies and instrumentation for quality, completeness and efficiency. Reviews test programs and documentation to ensure requirements, justifications, and budgetary considerations are met. Oversees test methodology investigations. Exercises program responsibility for formulation, development, preparation, presentation, and administration of test objectives, policies, programs, plans and projects. Directly supervises the performance of the daily mission of the Directorate. Serves as acting Director during absence of the Director, performing both civilian and military duties when such positions are vacant. Identifies requirements, plans for, organizes, and distributes authorized personnel resources. Prepares and presents justification for organization structure, manpower and personnel requirements. Assigns work to subordinates based on priorities, difficulty of assignments, and employee capabilities. Identifies developmental and training needs. Assists employees in improvement of performance. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment. A background investigation and credit check are required. This position is a Testing Designated Position (TDP) and is subject to applicant testing and random drug testing in accordance with DA guidelines. This position requires you to submit a Public Financial Disclosure Report (OGE 278e) or a Confidential Financial Disclosure Report (OGE 450) upon entry, and annually thereafter. This position is subject to a Temporary Duty or business travel requirement of 40% or less of the time. This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Test and Evaluation Certification within 60 months of entrance on duty. A one-year probation to assess your ability to perform supervisory duties is required unless previously completed. A one-year trial/probationary period may be required. This position is subject to the NH-04 Director/ Deputy equivalent control point of the ATEC Control Point Policy at $177,289 per year (Includes locality pay).
