Job description

Duties Serves as the focal point for planning, management, and coordination of life cycle logistics support for a major weapon system or subsystem. Manages, monitors, evaluates, and coordinates Integrated Logistics Support plan implementation. Serves as the senior technical advisor on contracts. Serves as the senior representative and spokesperson in communicating program matters. Employee must maintain current certifications. Position may require drug testing and the candidate may be subject to passing a drug test upon selection. Disclosure of Political Appointments Relocation costs or other incentives may be available and considered by the organization. This position requires travel approximately 183 days per year. Selectee may be required to serve a probationary or trial period. This is an acquisition coded position. Selectee must complete required certification level 1 in Acquisition Professional Development Program (APDP) within 24 months of assignment. Selectee must complete required SC421: SC Case Life Cycle Management-Basic Certification in Security Cooperation Workforce Development (SCWD). Subject to Temporary Duty Assignment (TDY) by military or commercial aircraft approximately 183 days per year. FMS specialized experience preferred. Propulsion Program Management and F100 specific program, supply, logistics, repair and contract management experience highly desired to fully act as FMS Country Manager. Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in Foreign Military Sales, assisting with directing, developing, implementing or functioning as part of a logistics management operation for an organization involved in providing logistical support to a new program, fielded system, modification or replacement program; aided with a logistics project conducting organizational and process related studies and analysis of organizations, functions, and work processes to improve mission effectiveness, and resource allocation; aided with the planning, organizing and overseeing the activities of the organization, ensuring that logistics management related operations comply with legal and regulatory requirements and meet customer needs. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of basic theories and principles of systems design, specifications development techniques; and an understanding of acquisition and maintenance requirements as well as organizational functions involved in logistical support. 2. Knowledge of theories and principles of Integrated Logistics Support (ILS) planning, development, and execution sufficient to coordinate and integrate functions into a total, well structured, and viable program. 3. Knowledge of system life cycle concepts and design as they apply to system research, development, and acquisition. 4. Knowledge of contractual processes, procedures, and technical requirements. 5. Ability to plan, analyze, and coordinate a system or portion of a major system's acquisition and transfer into operational use; to include the identification and correlation of specific requirements for money, manpower, materiel, facilities, and services needed to support the program; and to develop and analyze data to determine logistic objectives and goals, identify support requirements (including funding, contract development, and other technical support requirements) and establish relationships between the participants involved in deploying the plan. 6. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education This job does not have an education qualification requirement.
