Duties -Provide legal assistance support to the Chief, Contracts and Acquisition Law Division, and all Division attorneys, necessary for the accurate and on-time delivery of the full range of acquisition law services necessary for the maintenance, modification and repair of the full range of weapons systems that are within the portfolio of the OC-ALC, and all acquisition law support required by the 72 ABW and all tenant units located at Tinker AFB, OK. -Manage the installation's Office of Government Ethics (OGE) financial disclosure program. -Perform administrative support to the Division and to other JA Divisions as needed. Qualifications In order to qualify, you must meet the general experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. ONLY EXPERIENCE OBTAINED BY THE CLOSING DATE OF THIS ANNOUNCEMENT WILL BE CONSIDERED. GENERAL EXPERIENCE: You must have at least three years of general experience, one year of which is equivalent to Federal experience at the next lower grade (GS-04), level, pay band (NH-01), or equivalent (pay schedule, pay band, etc). General experience is described as: analyzing problems to identify significant factors, gathering pertinent data, and recognizing solutions; planning and organizing work; and communicating effectively orally and in writing. OR EDUCATION: Successfully completed a full 4-year course of study leading to a bachelor's degree. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.Knowledge of conventional and computerized legal research in Federal Acquisition law, Fiscal Law, Ethics, applicable laws of the State of Oklahoma, and the Law of Agency. 2. Knowledge of legal analysis concepts (e.g. litigation, discovery, document preparation, interview techniques), judicial and administrative procedures, statute and regulation citation techniques, and document filing, retrieval, retention, and destruction systems. 3. Ability to determine the limits associated with the requirement to work independently, balanced with the need to seek assistance for an attorney when necessary. 4. Knowledge of the management operations and functions that involve planning, coordinating, or evaluating processes that are the responsibility of the position. 5. Ability to communicate with clarity and precision, in both written and oral communication, and understanding in electronic mail etiquette and processes, with subordinates, peers, and senior leadership (military and civilian), outside agencies, and private parties. PHYSICAL EFFORT: The work is mostly sedentary. No special physical demands are involved. There may be some walking, standing, bending, or carrying of light items. WORKING CONDITIONS: The employee works in an adequately lighted and ventilated office environment. Observes normal safety precautions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
