Job description
As the Senior Contract Administrator, you will perform overall (cradle-to-grave) contracts management of assigned contracts and subcontracts, review Request for Proposals, prepare summary of review noting areas of risk for proposal management, perform contract negotiation, prepare Request for Equitable Adjustment, track Change Management and interact with internal and external customers at all levels of company and Government. ESSENTIAL JOB FUNCTIONS: Review and make recommendations regarding resolution of issues relating to company performance in conformance to original proposal and all terms and conditions of the contract. Provide guidance on contractual requirements and government regulations. Review contract documents received and prepare documentation of review including summary of impact to contract cost or schedule. Prepare and disseminate information throughout the company regarding contract status, compliance, modifications, deviation, negotiation, completion and termination. Prepare special reports and analysis as required. Maintain contract briefing system in accordance with DCAA requirements. Completed work will be reviewed and approved by supervisor. Serve as point of contact for all agreements assigned to portfolio and administer agreement database. Complete weekly status report(s), as required. Assist in the coordination and development of RFP responses. Oversee proposal planning and administration of contracts. Provide guidance on contract matters to team members. Work with other members of executive management including but not limited to the CFO and legal counsel, to address unique contractual situations or agreements requiring special considerations. Prepare responses for Requests for Equitable Adjustments, Claims, and Letters of Concerns. Prepare and coordinate Post Award Debriefs. Prepare contract briefs and revisions summarizing contractual requirements to assist/support budget inputs. Maintain a contract modifications log for each assigned contract. Assist other business units in the preparation of contract change notices, monitor contract performance, including the reporting of special contract requirements and deliverables, as required. Assist internal departments (e.g., Operations, Finance) with interpreting contract language and verifying contract terms are entered accurately into appropriate business system. Assist in or lead contract negotiations as appropriate. Coordinate with BU's to initiate Contract Close Out process to ensure contract close-out, extension or renewal is completed. Work with Compliance to ensure Task Order and Contract Release of Claims are current and accurate prior to execution. Strong organizational and time management skills with the ability to correctly prioritize workload IAW schedules, proposal due dates, deadlines, submittals, etc. EDUCATION & EXPERIENCE: Bachelor's degree in business administration, Finance or related discipline, or in the absence of a degree, equivalent 8 years direct experience will be considered. 6 or more years' experience in the field of Contract Management and Negotiations for commercial and federal contracts administration. Full knowledge of industry best practices in the acquisition of services and supplies for federal and commercial contracts. Ability to interpret and apply contract compliance regulation such as FAR, CAS. Experience with the following: IDIQ - Delivery/Task Orders Contract Types: FFP, CPFF, T&M, etc. Working knowledge with the Fair Labor Standards Act (formerly known as the Service Contract Act), Collective Bargaining Agreement, and Davis Bacon Act is highly desirable. Non-Disclosure and Teaming Agreements Working knowledge in OCONUS operations and Change Management is desirable. KNOWLEDGE & SKILLS: Ability to multi-task in high paced competitive environment. Demonstrated collaborative approach with cross functional and program teams. Ability to navigate contracts and procurement's-strategic thinking. Strong negotiator. An understanding of contingency operations is desirable. Thorough understanding and application of principles, concepts, practices, and standards. CERTIFICATIONS: CPCM, CFCM certification is advantageous but not mandatory. TRAVEL: 10% SECURITY CLEARANCE: Ability to obtain a SECRET clearance. Intrepid Global Solutions, LLC.
