Position Summary
The Behavioral Health Management team includes two managers. One holding an LPC license and providing supervision of LPC Interns. This position will provide supervision of LCSW Interns. The two managers work together to support the QMHP staff and oversee the operation of the program.
The Behavioral Health Manager (BH Manager) oversees the Behavioral Health Program and provides counseling services to people living with and at risk of HIV. The BH Manager facilitates and supports internal and external coordination, collaboration, partnership, and quality improvement. This position oversees billing and use of electronic health records and works to ensure that the services and agency are following all State, Federal and local regulations. The BH Manager is part of the Management team and works with the Directors Team members to accomplish agency, program, budget and equity goals. They will support and train the new staff and identify strategies to streamline the work of staff and to help stabilize the program during staff turnover. This position provides clinical supervision to QMHPs. This position promotes the programs' use of interns and volunteers, resource development, and the creation of advisory councils. The BH Manager handles much of the day-to-day internal and external program management for all behavioral health programs. This person acts as a point of contact and oversees these services, especially with regard to the flow of information at the agency.
The Behavioral Health Manager will maintain an active case load making up .60 - .75 of their total FTE with manager-specific duties making up the remaining FTE.
The Counseling Program provides fee-for-service psychotherapeutic services to clients living with HIV and those at risk; currently, about 50% of the Counseling Program clients are people living with HIV, 75% are members of LGBTQ+ communities, 30% are members of trans and gender-diverse communities, and most are on Oregon Health Plan. Counselor program staff and interns will be supervised directly by the Behavioral Health Manager.
Essential Functions and Responsibilities
Provide leadership to further HIV Alliance's mission, strategic objectives, core values and philosophy of harm reduction and team building approaches.
Clearly communicate HIV Alliance's vision, values and mission to agency staff and stakeholders and implement strategies to mobilize corresponding planning and action.
Help ensure the flow of information and communication between the ED and direct service staff and managers
Provide timely responses to data, draft proposals, and identification of potential funding sources.
Ensure accurate data collection and timely report submission
Model and encourage a standard of professional conduct and work ethic to deliver the highest quality of services possible and ensure the good reputation of the agency
Serve as the manager on duty or on call as required, taking full responsibility for all aspects of agency operations during that time
Provide administrative and clinical supervision, training, problem-solving, and consultation to staff providing counseling
Ensure continued certification and/or licensure of staff
Review documentation to ensure quality of service and ensure compliance with relevant laws, regulations, and guidelines, including those concerning biopsychosocial assessments and Individual Services and Supports Plans.
Perform tasks necessary for continued maintenance of the program's Oregon Health Authority Certificate of Approval, including attestations and audits,
Ensure continued network participation with Coordinated Care Organizations and other health insurance companies, as needed for sustainability
Stay abreast of changes to relevant Oregon Revised Statues and Oregon Administrative Rules, and ensure program's continued compliance.
Attend Provider network and consortium meetings as relevant to the program.
Oversee billing, receipt, tracking, and problem-solving for fees expected and/or received
Oversee administration of, tracking of, and responses to outcome measures.
Manage electronic health record system, in collaboration with other agency departments
Collaborate with other departments within the agency
Communicate with other agencies to ensure continuous flow of referrals.
Ensure timely follow-up to referrals, and maintain and track waiting list.
Ensure timely release of information, referral and follow-ups, and coordination of care
Collaborate with agency's management team to develop and schedule trainings for agency staff required for COA
Ensure that grant-funded activities are in compliance
Recruit, select, orient, train, supervise, evaluate, and advise student intern providers
Counseling Service
Conduct and document comprehensive biopsychosocial assessments.
Develop Individual Services and Support Plan (ISSP) in collaboration with clients.
Provide individual, family, or group psychotherapy within the scope of education and training.
Maintain confidentiality and records in compliance with CFR 42, HIPAA and HIVA policies and standards.
Serve as a client advocate and collaborate with other providers and staff in helping clients get access to government benefits, services, and healthcare as needed.
Administer outcome measuring tools.
Assist with client crises.
Use electronic and paper health records.
Refer clients to other psychiatry, behavioral health, substance use, or dual diagnosis programs as appropriate
Equity and Quality
Support and champion the development and implementation of program equity goals and ensuring the programs are engaged with agency-wide equity goals
Ensure tracking of data necessary to monitor progress toward equity goals and to identify disparities in care
Identify training and provide equity focused and culturally responsive supervision
Respond to staff input regarding equity, diversity and inclusion and communicate their input to the Directors Team
Soliciting patient feedback on a regular basis and using that feedback in ongoing program development and evaluation
Keeping meaningful data concerning services and using that data in ongoing program development and evaluation
Creating an Advisory Council of community members and organizations for each program
Having consistent written policies and procedures
Required Qualifications
Graduate degree (master's or doctoral) in psychology, social work, counseling, family therapy, or related behavioral health field.
Professional license LCSW, Licensed Psychologist
Ability to provide clinical supervision of CSWA Interns
Training for and experience with behavioral health clinical supervision, and qualifications to provide clinical supervision to program staff.
Ability to become credentialed by the Coordinated Care Organization (CCO), and Division of Medical Assistance Programs (DMAP) as a Qualified Mental Health Professional (QMHP).
Knowledge and experience of health insurance network participation, billing, and billing appeal process.
Knowledge of relevant Oregon Revised Statues and Oregon Administrative Rules.
Demonstrate a complex clinical understanding of how trauma affects individual, family and community psychology.
Detailed understanding of Harm Reduction principles and ability to be receptive to learning and implementing them in all services provided to individuals, families, and groups.
Knowledge and ability to deconstruct social, political, and cultural stigmas associated with gender expression, sexual identity, substance use, and HIV status, as well as other complex medical conditions.
Excellent communication skills.
Ability to work in a high impact, dynamic environment and maintain a positive attitude.

Ability to identify areas of improvement and work on collaborative problem solving.
Ability to develop concise treatment plans, notes and progress records.
Ability to evaluate client progress and work with client to make adjustments.
Clinical competence working with these client populations-enough to be able to provide training, supervision, and guidance to staff working with members of these communities, and to provide direct service as needed-is required for this position
Knowledge of mental health treatment and related issues, including DSM-5 diagnostic criteria.
