Job description

The Substance Use Disorder (SUD) Clinical Supervisor is responsible for providing support and expertise in SUD's care. The primary responsibilities include providing clinical oversight and development of designated programs under the umbrella of SUD's. The SUD's Clinical Supervisor will have specific program development focuses as identified by the SUD's leadership team. This classification can provide clinical supervision to CADC-R, CADC I, CADC II, CADC III, and PSS/CRM credentials.

The SUD's Clinical Supervisor may provide clinical support to a variety of programs within CCC as directed or needed. This position has access to mental health billing and service records.

Schedule: Monday-Friday 8:30am-5:00pm

Salary ranges from $70,000-$85,000 (based on professional experience & licensure/certifications)

Minimum Qualifications:

Must meet State guidelines for CADCII or CADCIII and be licensed/certified with appropriate board.
Two (2) years of relevant experience in a SUDS setting is required.
One (1) year of lead or supervisory responsibilities OR demonstrated leadership abilities from an internal directly-related role at CCC required.
Outpatient and Dual Diagnosis experience preferred.
QMHA-R preferred. To meet the credential requirement of QMHA-R, must be registered with MHACBO to meet, at minimum, QMHA-R requirements.
Must have current CPR certification prior to start.
Must meet CCC privileging requirements as required by FTCA.
Must pass a pre-employment drug screen, TB test, and background check. This includes clearance by the DHS Background Check Unit.
Ability to adhere to Central City Concern's drug-free workplace which encourages a safe, healthy and productive work environment and strictly complies with the Drug-Free Work Place Act of 1988. An employee shall not, in the workplace, unlawfully manufacture, distribute, dispense, possess or use a controlled substance or alcohol.
Will be required to be available by cell phone for work. Cell phone to either be provided by Central City Concern or maintained on employee's device.
Must have reliable access to transportation for regular outreach activities. If using a vehicle for agency use: Must possess a current driver's license, access to a vehicle, qualify as an Acceptable Driver as designated in Central City Concern's Fleet Safety policy; pass an initial driver training within 60 days of being an approved driver and continued recertification training; and maintain vehicle insurance coverage of a minimum of $100,000/$300,000 personal auto liability coverage.
Proficient in Microsoft Office software (Excel, Word, PowerPoint, Access and Microsoft Outlook).
Experience with office machines (Fax, photocopier, printers, postage machines, etc.).
Must be able to work under stressful conditions.
Must be able to work variable work hours.
Must generally have the ability to walk, bend, stoop, kneel, squat, twist, reach, pull and lift heavy objects, and climb stairs with reasonable or no accommodation.

Essential Duties and Responsibilities:

This position requires flexibility of hours, independent decision-making, program planning, clinical supervision, quality management, and liaising with outside agencies.

Policy and Procedure/Compliance

Monitor clinic compliance with all CCC policies and procedures, and contractual requirements. Develop and implement additional policies and procedures as needed to ensure effective operations, upon approval.
Process client grievances and incident reports in a timely manner.
Maintain an up to date knowledge of all Oregon Administrative rules that govern the program in which position has oversight responsibility.
Ensure up to date knowledge of Behavior Health policy manual, and engage with Compliance partner for preparation of audit activities.
Ensure that clinical practices are in alignment with contracts and regulatory compliance to include but not limited to access timelines, authorizations, length of stay, medical necessity etc.

Clinical Excellence

Work collaboratively with SUDS leadership to envision and guide high quality, person centered and trauma informed services across the SUDS treatment continuum.
Collaborate with other CCC Health Services program supervisors/managers in appropriate internal triage and referral processes, ensuring CCCHS's high and medium complexity individuals are seamlessly routed to the most appropriate level of care.
Provide and document at least 2 hours of supervision per month for each full-time staff. The two hours must include one hour of face-to-face contact for each person supervised, or a proportional level of supervision for part-time staff providing clinical or other support services to clients.
Conduct and document ASAM assessments, Mental Health Assessments (where qualified), including mental status exam, risk assessment, DSM diagnosis, and clinical formulation.
Provide crisis intervention support for clinical team and clients as needed.
Provide clinical consultation and care planning during daily clinic operations.
Ensure the clinical and compliance efficacy of clinical documentation of clinical direct reports and perform regular chart reviews and audits.
Ensure oversight and competency review of clinical competency of staff in the main functions of their clinical role such as but not limited to: assessment, diagnosis, care planning, service prescription, level of care placement, medical necessity, discharge planning, care coordination, group therapy, individual therapy, motivational interviewing.
Identify and coordinate staff training needs, and collaborate with other SUDS or MH leaders to training plans. May conduct or facilitate trainings for clinical staff as needed.
Evaluate clinical competency through direct observation of clinical services and document regularly. Create collaborative professional development plans with clinical care staff.
Engage in regular professional development activities to include completion of CEU's, trainings to increase clinical competencies, trainings on innovative SUDs care models and train the trainer programs.
Offer clinical support to CADC's and CRM's (and QMHP's/QMHA's where qualified) in the SUDS, primary care and mental health service lines, as well as minimally within SUDS and housing as needed.
Ensure clinical staff are utilizing evidence based and modern clinical approaches that support the agency philosophy of care to include but not limited to harm reduction strategies, client centered care, collaborative care planning, collaborative documentation, trauma informed care, MAT/MSR, peer support etc.

Operational and Financial Excellence

Coordinate and monitor operation of SUDS programs; including adequate and appropriate staffing, ensuring the continuation of clinical services, including access and referrals.
Collaborate with operational leadership on ensuring compliance with grants and contracts. This includes completion and submission of reports of utilization and outcome measures to external contractors.
Collaborate with operational leaders on clinical utilization expectations of direct reports or direct care staff, and engage in performance improvement activities to ensure appropriate use of clinical resources.
Participate in project management activities to increase operational performance of the program or clinic, engage in activities as assigned and meet deadlines in operational improvement plans.
Promote continuous quality improvement to SUDS services as well as collaboratively build new programming/services as is appropriate.
Use clinic data platforms and tools to inform clinical outcomes, improve workflows and increase clinical utilization and quality of services.
Use clinic data platforms to engage staff in data driven supervision techniques.

System of Care Relationships

Be liaison with partnering agencies and programs, and attend community meetings as assigned.
Participate in clinical staff meetings and case conferences with internal team members and external partners in order to utilize interdisciplinary expertise and facilitate individual care plans for clients.
Engage in proactive community networking to ensure seamless transitions of care for clients with external partners.
Engage in and maintain positive and proactive relationships with referents and funders to ensure holistic and wrap around care of clients and to further the programs/clinic's relationship with a Recovery Oriented System of Care.

Supervisory Activities

Review, code, and process all invoices, time sheets, requisitions, and check requests, and forward to CCC Administrative Office in a timely manner per Accounting and HR policies.
Engage in recruiting and hiring of new staff, collaborate closely with HRBP to ensure staff wellness, engagement and high level of performance.
Create onboarding and training plans for all new staff, ensuring clinical competency demonstration during early employment.
Provide coverage for direct care services during time of staff vacancies, and provide coverage as needed for direct care services.
Ensure clinical privileging requirements are met for all direct reports pursuant to CCC's Privileging Policy.
