Job description

Duties Serve as Director, Strategic Studies Institute (SSI) and U.S. Army War College Press. Lead and provide guidance and direction to a research institute of civilian and military PhD- level research professors and strategic analysts. Execute strategic research taskings from, and develop issues for, Headquarters, Department of the Army, Joint and Army Commands, and the Commandant of the USAWC. Assist USAWC leaders to develop an annual Army War College research plan. Ensure the preparation and publication of high-quality and timely strategic studies of key national security issues, military strategy, joint and combined theater operations, the nature of land warfare, and matters affecting the Army's future. Conduct teaching, scholarship, and service. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Must be able to obtain and maintain a Top Secret security clearance. This position has a travel requirement up to 15% of the time. This position is subject to a pre-employment drug screening, and random drug testing thereafter. Qualifications Who May Apply: US Citizens This is a full-time term appointment in the excepted service not to exceed 3 years. Must be available to start no later than 30 June 2025. Appointment may be extended in one- to five-year increments thereafter. As a term employee you will be eligible for medical insurance, life insurance, retirement, dental and vision. Qualification Requirements: Degree: behavioral or social science; or related disciplines appropriate to the position; or Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field; or Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the Qualification Requirements above, applicants will be rated on the following: SELECTIVE PLACEMENT FACTOR/KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Applicants will be rated on the criteria listed below: 1. Ability to establish an organizational vision and to implement it in a continuously changing environment. To include strong executive skills and experience in enterprise leadership. Experience working in or leading a diverse national security research organization is preferred. 2. Skill in developing long-term organizational strategies and assessments. 3. Knowledge and experience in senior-level Government and/or the Defense sector is desirable, as is equivalent experience in a relevant civilian sector. 4. Knowledge of U.S. Army and DoD organizations, strategy formulation, planning, and budgeting is preferred. To inlcude experience in working with the national security policy, defense strategy, and military strategy making processes 5. Knowledge of the DoD professional military education enterprise is desirable. 6. Demonstrated ability to influence policy through research, publication, and presentation. Significant practical experience in analyzing key national security issues and recommending strategic options. 7. Demonstrated ability to lead and motivate diverse range of professionals in specialized fields. 8. Active involvement in professional networks relevant to national security studies. 9. Graduate degree in a field related to the mission of the USAWC; PhD preferred.
