Job Description

The Director of Data Analytics leads the design, management, and implementation of data management, analysis and reporting efforts and initiatives across the large portfolio of programs managed by the Office of Children and Families, with a particular focus on child welfare services. The Director supervises an interdisciplinary team of data, and technology analysts and specialists that have content expertise in various areas of human services. The Director builds and cultivates partnerships with internal and external stakeholders to advance the modernization of data collection, utilization, and reporting and to ensure quality and accurate data to inform OCF program decision-making and respond to outside requests as needed. In addition to the duties noted above, the Director will support the evaluation design of new federal, state, local, and grant-funded opportunities, such as preparations for implementing the Family First Prevention Services Act (FFPSA), research to better understand and eliminate disproportionality in child welfare, the inclusion of youth and family voices in quality improvement efforts, and efforts to ensure OCF programs and resources are serving our children and families in most need here in Philadelphia.

Essential Functions

Lead and supervise team of managers and analysts. Provide team oversight, guidance, and coaching to enable project leaders and teams to achieve project outcomes.

Establish and lead a collaborative environment for the data analytics team, where knowledge is shared across disciplines on a regular basis to advance initiatives and projects.

Develop, clarify, assign, and oversee the design of project scopes, definition of deliverables, and the achievement of targeted outcomes and timelines.

Ensure data project requirements are achieved in a timely fashion and within budget guidelines.

Convene and engage the data analytics team on a regular basis to build collaborative relationships among project team members.

Develop, refine, test, and implement tools to manage data assignments to team members, ensure transparency of assignments and knowledge sharing among team members, and track the timely progress and completion of data and research projects.

Lead the development of all Department of Human Service key indicator reports, including but not limited to the DHS quarterly indicators report, Juvenile Justice reports, City and state required reports, and all ad hoc report requests from internal and external stakeholders.

Work closely across the Division of Performance Management Technology to ensure the alignment of technology projects with the data needs of the Office of Children and Families.

Work closely with the PMT implementation science team to carry out larger scale research and evaluation projects that support our data analytic and reporting strategies.

Support partnerships to strengthen the preparedness for new federal, state, and local initiatives that serve vulnerable children and families.

Support partnerships to inform strategies to eliminate racial disparities and disproportionality in out of home placements in Philadelphia and reduce the overall entry rate of children into the child welfare system.

Support the design of new methods and data collection tools to meaningfully include the voice of youth and families in informing quality improvement efforts.

Work with internal and external partners to continue to align data analytics and research practices with industry standards.

Represent OCF data analytics in internal and external meetings with key partners.

Prepare reports, status summaries, and presentations for senior leadership.

Communicate (verbally and in writing) effectively with stakeholders and senior agency leadership about projects.

Plan, organize and direct the work activities of City staff, contracted staff, consultants, and other data and research personnel assigned to the team.

Establish and maintain collaborative and effective working relationships with leadership, peers, supervisees, colleagues, and partners.

Lead additional data and research projects as assigned.

Competencies, Knowledge, Skills and Abilities

Demonstrate effective oversight of multiple data projects.

Demonstrate effective supervision and management of teams with diverse skill-sets, including establishing collaborative team structure and mechanisms, conflict/issue resolution, the ability to direct multi-disciplinary projects, and the ability to ensure a successful project lifecycle.

Communicate (verbally and in writing) effectively with stakeholders participating in this project.

Demonstrate analytical and presentation skills, strategic thinking, and high professional ethics.

Establish and maintain effective working relationships with supervisor, leadership, associates, outside consultants and vendors.

Demonstrate knowledge of and experience with mixed methods design and data analyses.

Demonstrate experience with leading multiple, simultaneous data projects and with delivering such projects by the agreed deadline.
