Job description

Duties Serves as a team leader and the senior level warranted contracting officer with signature authority to support all assigned pre-award and/or post-award functions for a wide variety of highly complex contracts. Ensures that all acquisition documents are in full compliance with contracting regulations and related DoD standards. Develops and implements innovative business strategies, including e-commerce solutions to improve customer support. Evaluates the adequacy of systems and the contractor's financial health and determines their potential impact on assigned programs. Interacts with all facets of the supply chain in order to forecast/troubleshoot problems and acquire the most definitive status/information available for customers and Directorate personnel. Provides technical directions and administrative oversight for team members engaged in efforts regarding customer liaison and support vendor surveillance and the use of a variety of automated databases and tracking systems. Prepares and executes contract modifications to resolve a variety of issues that may arise during contract performance. Develops training modules, input for training sessions, and both formal and informal written guidance to assist all contracting personnel in program requirements and/or acquisition techniques. Communicates orally and in writing, including briefings to acquisition review board and senior management personnel. Qualifications To qualify for a Lead Contract Specialist, your resume and supporting documentation must support: A. Basic Contracting Requirement: A.) A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees ORB.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000, are excluded from the requirements of "A)" above. B. Contracting Officer Requirement: Must possess at least two years of experience in a contracting position. C. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic Contracting and Contracting Officer Requirements above, to qualify for the GS-13 grade level, specialized experience must be at the GS-12 grade level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Guiding, assisting, mentoring, and training junior level Contract Specialists on complex contracts. Pre-Award through Contract Award: performing market research, conducting bidding negotiations, cost/price analysis, and executing contract awards with warrant authority. Post-Award/Closeout: serving as contract administrator on awarded contracts and negotiating contract modifications. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
