Job Summary: The Program Manager is responsible for oversight and management of a Supportive Housing program(s). They are responsible for the creation of a caring, supportive environment that contributes to the emotional, physical, spiritual, and mental well-being of all residents. This includes the supervision of staff and interns where applicable, maintaining an in-depth knowledge of residents, and administering the activities and operation of the program in a manner consistent with the mission of Project HOME. Schedule: M-F, with some evenings and weekends.

Essential Duties and Responsibilities

Resident Service Coordination

  • Work with Central Intake and Property Management to coordinate assessment, intake, and orientation of new residents. Coordinate resident discharges to include appropriate services and supports.
  • Work with staff and residents to assess needs, goals, barriers, stability and progress in the areas of recovery, health, education, employment, parenting and/or community integration.
  • Oversee resident emergencies and urgent situations, including 302 petitions.
  • Oversee medication room management, as applicable.

Leadership

  • Create an environment with the necessary structure, service coordination support, interaction, freedom, and safety to facilitate resident growth, individuality and connection to Project HOME and the external community. Maintain positive relationships with service providers, the public, and volunteer groups.
  • Provide regular, consistent individual and group supervision, team meetings, and general oversight of residential site staff to ensure residents receive services appropriate to their needs. Oversee staff training plans, including required trainings and skill-building trainings.
  • Create a person-centered environment with a focus on DEI and a culture of recovery and wellness.

Administration

  • Work with Directors and Data and Quality Assurance Department to ensure all documentation meets contractual obligations, Strategic Plan goals and KPIs. Monitor and assure compliance with electronic data system standards.
  • Recruit and onboard staff. Manage the on-call schedule and site schedule.

Financial Management

  • Manage the day-to-day financial operations of the site, including annual budget and program spending, petty cash, SNAP report, purchase of goods and services, and credit card.

Coordination with Property Management

  • Work as a blended management team with the Property Manager:
  • follow-up with any leasehold obligation issues (rent arrears, inspection violations, housing instability and incidents), and plans to address these issues.
  • address residence cleanliness and safety, to assure the health and safety of residents and staff and pass all inspections and comply with safety and licensing regulations.
  • ensure that housing re-certifications, PHA income waivers and other documentation issues are completed in a timely manner.

Education and Experience Minimum Requirements:

Minimum Experience:

  • MSW or related degree; or BSW/BA and three (3) years' related experience; or seven (7) years' experience.
  • Experience working with recovering persons (homelessness, mental illness, drug/alcohol, or dually diagnosed persons).
  • Minimum of 2 years supervising staff. Ability to manage a team.
  • Availability for evening, weekend and on-call duties.

Preferred Experience:

  • Bilingual
  • Driver's license

Core Skills:

  • Strong organizational, interpersonal, assessment and supervisory skills. Good verbal and written communication
  • Strong computer skills, and ability to learn computerized case management system.

Physical requirements:

Sedentary work that primarily involves sitting/standing.
