Job description
McLaughlin Research Corporation is a full life cycle engineering and technical services company, partnering with our customers to support a wide range of Department of Defense weapon, combat, and sensor system programs. As an Environmental Planner, you will join our contractor team supporting the Environmental Branch at Naval Undersea Warfare Center, Division Newport (NUWC Newport). You will support environmental compliance and planning objectives to ensure that Navy projects are compliant with the National Environmental Policy Act (NEPA), the Endangered Species Act (ESA), the Magnuson-Stevens Act (MSA), the Marine Mammal Protection Act (MMPA), the Coastal Zone Management Act (CZMA), and other federal and state laws and policies. MRC seeks candidates who are interested and experienced in preparing environmental review documentation. Duties: Collaborate with government staff and fellow contractors to identify potential stressors associated with Navy and other federal projects, identify biological resources that may be affected by those stressors, and analyze potential effects on those resources. Engage in literature research and write compliance documents for the above-listed federal laws as well as related federal and state environmental laws. Edit documents written by other team members. Balance a workload typically consisting of up to three long-term projects at a time as well as periodic quick-turn efforts to support government needs. May occasionally travel for training or meetings. Perform administrative duties to track tasks completed and hours spent on each project. Meet regularly with each projects government lead to provide updates and maintain project timelines and expectations. Job Requirements:
Must be a U.S. Citizen.
Must have or be able to obtain a Secret Security Clearance for access to classified material.
Preferred Qualifications: A degree in marine biology, oceanography, natural resource management, or related field is required. Working knowledge of federal or state environmental laws, especially NEPA, ESA, MMPA, and MSA, is required. A minimum of 2 years of experience providing guidance during the environmental consultation/planning process as it pertains to NEPA, ESA, MMPA, MSA, and other federal environmental law requirements is required. A minimum of 4 years of experience is preferred. General familiarity with acoustics and potential effects of anthropogenic sound on marine species. Experience analyzing the effects of anthropogenic underwater sound on marine species is a plus. Must have strong organizational and communication (written and verbal) skills. Critical thinking, problem solving, and interpersonal skills are essential for success in this collaborative team environment. The ability to work both independently and as part of a team is vital. Strong initiative, willingness to meet deadlines, and experience multi-tasking will be critical to success.
