Job description

Duties Plans, organizes, and directs the activities of the 628 CES/CEIEC, ensuring the Environmental Compliance Section complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents the Environmental Compliance Section of the Environmental Management Element with a variety of installation and functional area organizations. Communicates and coordinates base Environmental Compliance items with higher headquarters, regulatory agencies, and community officials as needed. Directs, develops the development and execution of the Environmental budget. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations. This is a Supervisory Position. A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement. This is an interdisciplinary position and may be filled as any of the following: GS-0801-General Engineering Series; GS-0819-Environmental Engineering Series; GS-1301-Physical Science Series Work may occasionally require travel away from the normal duty station on military or commercial aircraft. Must be able to obtain and maintain an appropriate Security Clearance. The duties of this position require the employee to operate a motor vehicle. An appropriate, valid driver's license is required. May be required to serve as a member of the Emergency Response Force during exercises or in the event of an actual emergency. May be required to obtain job-related training certifications such as HAZWOPER, DOT, and/or HAZWASTE. Professional registration, license, or certification in one of the 50 states or territories is desired but not required. The work requires the employee to access facilities and infrastructure which may require climbing on, crawling under or extensive walking at construction sites, hard hat areas or other base areas. A pre-employment physical is required for this position. The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. Overtime may be required. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, General Engineering Series 0801; Enviornmental Engineering Series 0819; Physical Science Series 1301; Group Coverage Qualification Standard for Professional and Scientific Positions. BASIC REQUIREMENT: Education Requirement for: General Engineering Series 0801 and Enviornmental Engineering Series 0819 Education Requirement for: Physical Science Series 1301 In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of professional environmental physical science principles, practices, techniques, and procedures to effectively perform supervisory functions associated with environmental compliance project development, execution, training, and advisory services; knowledge of the principles of planning and program management; common business and economic principles, theories, concepts, and procedures; financial management principles and standards; and of the Department of Defense (DoD) planning, programming, and budgeting system (PPBS). Developing goals and objectives that integrate organization, installation, and environmental compliance mission objectives; and advising and providing counsel to employees regarding policies, procedures, and directives of management. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of professional environmental physical science principles, practices, techniques, and procedures to effectively perform supervisory functions associated with environmental compliance project development, execution, training, and advisory services. 2. Knowledge of the principles of planning and program management; common business and economic principles, theories, concepts, and procedures; financial management principles and standards; and of the Department of Defense (DoD) planning, programming, and budgeting system (PPBS). 3. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. Knowledge of applicable Federal, State, and local laws, regulations, and other guidance to make decisions and recommendations concerning compliance, pollution prevention, and/or integration principles and practices. 4. Skill to integrate an interdisciplinary team of professionals to include attorneys, public health specialists, public affairs specialists, biological scientists, environmental engineers, regulators, and other governmental officials, and community groups. Skill in evaluating scientific and engineering technologies and incorporating into environmental compliance and pollution prevention. 5. Ability to analyze, plan, organize, and direct the work operations to meet program requirements and objectives with available resources, and to mentor, motivate, and appraise the staff. 6. Ability to communicate effectively both orally and in writing, clearly, concisely, and with technical accuracy to senior officials, federal and local government; and establish effective working relationships with others. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
