Job description

Duties Evaluate organizational safety and occupational health practices by conducting assessments to identify strengths, weaknesses, and/or regulatory compliance. Compile statistical data for regular or special reports related to safety and occupational health. Assist in the implementation of the safety and occupational health program's guidelines and/or procedures. Identify deficiencies requiring correction to properly to properly implement national safety standards. Recommend solutions to new or continuing safety and health issues for a program and/or organization. Review plans related to the effectiveness and/or readiness of a safety and occupational health program. Evaluate safety programs to ensure compliance with standards Provide advice to departments and/or organizations on safety issues to assist personnel in compliance with regulations. Oversee programs that involve unique operations or field training exercises to ensure sufficient emphasis on safe operation. Establish objectives, goals, and/or priorities for a comprehensive safety and occupational health program. Review safety and occupational health policies or standards to ensure coverage and/or control of newly identified hazards. Prepare written procedures for implementation of safety, hazard risk, and occupational health policies. Define procedures to support elimination of catastrophic or serious safety and occupational health hazards. Revise existing local safety and occupational health policies or guidelines to comply with updated regulations. Provide technical guidance during the planning processes for mission operations to ensure the integration of safety and composite risk management Requirements Conditions of Employment This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident. This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required. CP-12 (Safety and Occupational Health) Professional Certificate (2 years from time of employment to complete). Explosives Safety Certificate (level 1) If the safety specialist is assigned to a unit that operates an Ammunition Supply Point. The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles. This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time. This position requires the incumbent to pass an appropriate physical examination for overseas duty. This position requires the incumbent to obtain and maintain a government passport. This position requires the incumbent to be subject to on-call and irregular work hours. Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. Specialized Experience: One year of specialized experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position which includes 1) Conducting safety and occupational health inspections; 2) Preparing written reports of inspection findings; 3) Developing safety measures for organizations to eliminate and/or minimize safety hazards; and 4) Providing guidance on workplace safety. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone no substitution of education for experience is permitted.
