Job description

Duties Serves as the Contract Officer (Administration) (COA) for assigned contract awarded at one Government Owned Contractor Operated (GOCO). Oversees pre and post Award administration of assigned contracts and delivery orders. Performs a wide range of contract administration functions, as delegated by the Procuring Contracting Officer (PCO). Provides surveillance of the contractors' performance in executing contract production requirements, the operation and maintenance of the Army's GOCO facilities/plants, and support of the mobilization base. Develops and directs procedures to review Award Term Criteria and verify contractor scorecard. Coordinates, plans, integrates, reviews, evaluates, and controls the contractor's requests for use of facilities for ACO staff review team. Monitors contractor performance under assigned contracts and adherence to the Federal Acquisition Regulation (FAR) and contract provisions. Directs internal pre-solicitation activities in support of different facets of contract actions. Reviews and assists in development of the acquisition milestones to process the procurement from pre-solicitation through contract award and final delivery/completion as proposed by the assigned specialist. Reviews contractor human relations program to determine compliance with applicable provisions of assigned contracts and Federal labor laws. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Must be able to obtain and maintain a Secret security clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly. This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Foundational Certification or Contracting Professional within 36 months of entrance on duty. Must file financial statement. You will receive credit for all qualifying experience, including volunteer experience. You must submit a copy of ALL your transcripts with this application package Basic Education Requirement for the 1102 series: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. AND In addition to meeting the basic requirement above, to qualify for this position at the GS-13 grade level you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience equivalent to at least the GS-12 grade level in the Federal service which includes implementing long-term, pre-award contracting functions; performing Contract Administration monitoring contracts; performing cost and price procedures in evaluating offers; And negotiating the terms of the contracts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Education cannot be substituted for experience. Problem Solving Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
