Job description

Duties As a PROGRAM MANAGER (VICE AIR COMMANDER), GS-0340-14, you will directly and through group commanders, incumbent assist the Air Commander in determining unit goals which are the foundation for long- and short-range planning and execution of all unit programs and provides a focus for all unit functions and activities. Assist the Air Commander in ensuring the formulation, presentation, justification, and execution of an allocated multi-million-dollar budget involving several major force elements and state funds. Ensure the development of a plan which meets national, state, and local environmental requirements for proper disposal of hazardous waste, control of fuel spills, and for providing safe working conditions. Ensure compliance with accountability procedures, to detect embezzlement, theft, and other criminal activities. Ensure personnel are examined, evaluated, and receive medical treatment as required to be readily deployable world-wide, and able to withstand the rigors of warfare. Institutes fitness, wellness, and substance abuse programs. Maintain a positive community climate through a variety of recurring and special events. Provide emergency service to the military, commercial carrier, and general aviation airfield users for airport/base crash/fire/rescue operations. In conjunction with the Adjutant General's staff, and through subordinate staff members, plan, organize, direct, and control unit military and full-time personnel under several different personnel systems. Ensure manpower authorizations, grades, and specialties are adequate for the mission. Assist the Air Command in communicating and coordinating items of interest and potential adverse impact at the highest levels of national, state, and local political leadership. In conjunction with the Air Commander, negotiate and approve host/tenant agreements, memoranda of understanding, joint use and inter service agreements, leases, and licenses with military and civil agencies who provide and receive support, share resources, and inter operate with the unit. Perform other duties as assigned. Requirements Conditions of Employment NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement. Applicant must complete a Baseline Pre-Placement Screening for General Schedule positions within 30 days of appointment. Acceptance of a Federal position may terminate Tricare Reserve Select eligibility. For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment. May occasionally be required to work other than normal duty hours; overtime may be required. Qualifications Military Grades: O-6 or O-5 with valid O-6 Certificate of Eligibility (COE) GENERAL EXPERIENCE : Experience, education or training in managing or directing, one or more programs, including appropriate supporting service organizations. Supervisory, managerial, professional or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques. Experience using computer and automation systems SPECIALIZED EXPERIENCE : Must have at least 36 months experience analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various resources; Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions.
