Job description

Aleut Federal, LLC is currently seeking a Project Scheduler to work with our PMO team in Oak Ridge, TN. The ideal candidates for this opportunity will be Cost and Schedule Engineers with proficiency in Primavera (P6) scheduling software and EVMS (Earned Value Management Systems) and working knowledge of financial collection and reporting systems such as Deltek Costpoint Version 7 cost processor and accounting system. The ideal candidates must be proficient in MS Office (Microsoft Project is a plus) applications to support the flow of information and data between software applications referenced above. Responsibilities: Apply project management practices, including Earned Value Management System (EVMS) guidelines, as compliant with Department of Energy Acquisition Requirements EIA-748 and DOE-G 413.3b-10A Earned Value Management System (EVMS); and FAR Subpart 34.2 Earned Value Management System, in the development of baseline schedules and estimates. Plan, develop, and monitor project schedules in Primavera (P6) Professional Scheduling Software for the production and integration of engineering, design, procurement, fabrication, and construction deliverables. Develop the work sequence structure for a project to ensure effective control of risk management issues, efficient and cost-effective work sequencing, and resource allocation. Periodically review the project status by analyzing actual physical progress and reported activity completion and comparing that information to the project schedule. Document project progress and changes, forecast project cost and schedule impacts, and communicate progress updates and projections to team members. Conduct schedule review meetings to formulate solutions and approaches for schedule logic and resource problem areas. Provide support in the preparation and schedule alignment of budgetary estimates, including validation of the estimates for completeness, accuracy, and compliance with corporate procedures. Incorporate validated estimates within Primavera (P6) for the production of resource-loaded schedules and cost profiles. Develop and analyze resource and spending profiles for the optimization of staff management, work priorities and alignment to funding profiles. Support scope management and maintain the Performance Measurement Baseline (PMB) scope, schedule, and budget through Baseline Change Request (BCR) development and processing. Complete weekly, bi-weekly and monthly project updates as required to support schedule reviews, progress reporting, and project performance analysis and metric data. Coordinate and expedite the flow of project accounting information, including charge code management, labor hour tracking and reporting, invoiced and accrued costs tracking and reporting. Work with technical leads and management staff for the monthly evaluation and production of Estimate-To-Complete (ETC) and Estimate-At-Complete (EAC) data. Prepare summary and detail level reports which are the fundamental monitoring tool to identify progress and problems with projects. Prepare status reports and provide detailed analysis on project status through the use of earned value management techniques and tools. Analyze invoices, commitments, and schedules to produce cash flow reports. Resource load project schedules and provide manpower forecasting and analysis. Conduct change control in accordance with established procedures. Interface with subcontractors, coordinate and incorporate schedule updates into master schedule. Coordinate with various customer and stakeholder organizations on the status of work being performed and process logic change requests while analyzing these impacts on the schedule and resource allocation. Operate in a teamwork environment to resolve schedule constraints. Visit project sites and coordinate schedule updates with superintendents. Requirements: Five (5) to ten (10) years of experience in EPC Project Controls Engineering (scheduling), estimating or project management required. BA/BS degree in a related field and at least five (5) years of related work experience, or an equivalent combination of education and experience. Proficiency with Primavera (P6) Professional scheduling software. Working knowledge of financial collection and reporting systems such as Deltek Costpoint cost processor and accounting system. Working knowledge of Procore project management software. Proficiency in MS Office applications Excel, Word, PowerPoint, with working knowledge in MS Access. Prior experience and execution of Project Controls work on federal government projects required. The ideal candidate for this position will possess expertise in Earned Value Management systems. Must be a US Citizen and be able to pass a background verification along with obtaining a public trust clearance.
