GIS Ops Manager

Job Description:

The GIS Operations Manager is responsible for all aspects of GIS Navigation Product related projects and project deliverables for a team of multiple teams leads and 26+ editors. Including responsibilities in all facets of GIS project workflow, project tracking, reporting, QA/QC, presentations, and output of final deliverables. The GIS Operations Manager will work closely with employer program manager, client managers and consultant lead and editors to improve overall operations of the GIS program and team including operational strategy, training, and tracking of performance and progress improvements.

Track and review editors work on GIS projects

Ensure proper maintenance, documentation, and process cleaning of GIS data

Manage and improve current tracking, documentation, performance strategy and day to day tracking of editors' project performance

Ensure milestones/goals are met and adhering to approved budgets and allocated hours

Successful completion of assignments requires review and QA/QC of GIS data points and use of human judgement about real-world features represented in multi-layer imagery and other data sources with a delivery of 95% accuracy or higher for each data point. Editors review 50-300 GIS data points daily, add notation and deliver based on scope presented at kickoff of each project.

Project type may include but are not limited to:

Label Creation - the generation of object labels from imagery and device probe data to support machine learning.

Prototyping - the development of new feature data to support the development of new tools and processes.

Data Analysis - the assessment of outputs from new tools and processes.

Sample Creation - the generation of representative samples for specific properties at target assurance levels.

Reporting:

Oversee the production of reports, maps, applications for internal and external stakeholders

Monitor changes to the 90-Day Rolling Forecast and drive resource acquisition efforts as needed to ensure Consultant team meets the capacity requirements of forecast

Monitor attrition levels, planned vacation and unplanned leaves and drive mitigating efforts as needed to ensure consultant team maintains an average of 90% utilization

Collect all weekly team reports from Consultant Team Leads, check for accuracy and completeness, and consolidate information into weekly, and monthly project reporting

Ensure all billable time records are timely and complete. Present draft invoice calculations to the Client Project Manager for review before processing consultant's invoice to client

Consolidate client asks and track accordingly to present quarterly QBR's

Adapt, and customize project output reporting and project metric needs for each branch of our GIS team.

QA/QC:

Track all GIS projects and improve QA/QC quality checkpoints and scores for every resource and project

Create a team strategy to improve and streamline process and improve quality

Drive strategy in identifying root cause analysis for systemic data errors, and course correct inconsistent output

Project Output :

Review assignments and seek clarifications from the Client Project Manager where necessary to ensure the objectives and success criteria of assignments are understood, actionable and achievable

Review assignment outputs for completeness and consistency before delivering to the Client Project Manager

Work with consultant team leads to improve process and review of final GIS presentations and reports

Increase team productivity and performance of editors' job functions

Communication:

Receive feedback from the Client Project Manager regarding the completeness, consistency, accuracy, and usefulness of the assignment outputs, take corrective action and drive root cause analysis when needed

Ability to navigate and manage client and employee conversations while keeping strategic alignment with contract deliverables

Establish positive work environment and serves as a liaison with GIS client, employer, and consultants

Analyze complex problems, evaluate, and make well-structured recommendations to both consultants and clients

Operations:

Develops standards for GIS program

Evaluate, overhaul, and develop strategic and operational workflow for GIS deliverables

Assist in the execution of GIS projects

Support team leads in executing project allocations including project timelines, defining scope, tasks, and resources assigned, ensuring quality levels and deadlines are met

Manage the throughput and quality of deliverables on daily assigned tasks and metrics

Maintain complex schedule, calendars and sprint schedules and prioritize competing priorities of job function and team deliverables

Trainings:

Ensure all consultant personnel have adequate access to consultant's administrative services, including human resources support and Consultant's employee benefits

Ensure all consultant personnel are briefed and demonstrate understanding of Client policies, including safety procedures and information security guidelines

Provide GIS - related technical guidance and assistance to team leads and project teams/editors

Work with various skill sets of editors and establish a road map, implementation, and timeline to grow all team members

Work with client training teams to migrate training documentation and workflows into roll out of new systems

Implement, track and coach new training models rolled out by client training teams

Establish survey process to gauge effectiveness of trainings

Support ticket tracking of training feedback

Support onboarding of new consultants/editors and delegating and tracking training progress

Equipment Management Process:

Work with GIS teams to manage equipment tracking and allocation

Manage documentation and updates for documentation for equipment setup process

Work with Program Management on equipment workflows

Qualifications:

Demonstrated ability to manage projects involving at least 10 + resources at a customer's site and up to 10 active project launches simultaneously.

Expert spreadsheet skill set and ability to transfer knowledge and formulas between spreadsheet tools like Numbers, Excel, and Quip

Strong understanding of Client products (iMac, pages, numbers, iCal, and email)

Strong GIS background

Baseline knowledge in Esri

Broad familiarity with content engineering projects and quality control techniques for assessing the repeatability and accuracy of human judgements

Broad familiarity with database engineering terms and concepts, especially as they apply to data sources and products that describe typical map features

Excellent communication skills, including the ability to prepare and deliver presentations to high-level Client stakeholders accountable for the success of large-scale global operations

Work Location and Schedule:

Ability to work full-time - 40-hour work week Monday - Friday on location as required by Client (North Austin)

Desired core working hours- 40 hours to be completed between 8am and 6pm Monday - Friday
