Job description
Duties As an IT SPECIALIST (NETWORK/SYSADMIN) (TITLE 32) with the Texas National Guard, your duties will include, but will not be limited to: Serves as an advisor to the Supervisory Logistics Information Technology (LIT) Specialist (SASMO) and Systems Administrator on all Combat Service Support (CSS) Automated Logistics Systems and Programs. Exercises knowledge and oversight for all matters pertaining to the fielding and operation of Automated Logistics System and Programs. Utilizes an extensive knowledge of logistics programs/operations and a clear understanding of automated systems to manage projects and programs for systems integration of CSS automation. Identifies funding requirements to support SASMO operations, justifies and submits budget requirements for State operating budget, and executes funds received. Is the technical expert within the state/territory responsible for providing technical and functional guidance for serviced Automated Logistics Systems and Programs. Serves as project leader/supervisor responsible for developing, assigning, and coordinating duties and projects for LIT systems administrators. Serves as the senior LIT systems administrator responsible for planning, coordinating, modifying, implementing, and troubleshooting to support customer needs. Perform Software conversion, hardware fielding and continuous support. Researches and resolves hardware, software, and applications program problems by troubleshooting and working with user, NGB support agencies, and/or manufacturer/vendors/representatives as required. Develops/implements programs to ensure software and vulnerabilities updates are applied in proper order. Coordinates and communicates with Department of the Army (DA), National Guard Bureau (NGB), and Program Executive Office/Program Manager, regarding CSS operations and automated systems support, problem resolution, software upgrades and change packages. Assists functional users in automated CSS systems management and operation. Provides advisory services for functional users. Provides requested information gathered through the analysis of available documentation such as functional user manuals, regulations, operations manuals, and technical support manuals. Provides assistance to functional users in the identification of computer problems, troubleshooting diagnostics and resolution of technical problems identified in trouble tickets and initial setup of serviced automated logistics information system computers to include loading software, configuring modem and network card(s), assigning Internet Protocol (IP) addresses with correct subnet, connectivity to the network as required, coordinating with other support personnel and completing technical inspections. Analyzes requirements, manages, and coordinates automated logistics information system hardware and peripherals pertaining to the receipt, distribution, installation, and life cycle management of devices that are directed to be managed at unit/state level. Installs, tests, and evaluates automated logistics information system hardware. Manages the State/Territory CSS automation hardware tactical computer exchange (TCX) (aka equipment float) program and ensures accountability of exchanges. Performs organizational and direct support level automated logistics information system hardware maintenance as required. Determines systemic problems during maintenance of hardware or in the application of software and initiates corrective action as needed. Serves as the point of contact for the Sustainment Automation Support Management Office (SASMO) Work Order Desk. Provides telephone coverage for users requesting assistance with hardware/software via a help desk, resolve problems, escalates complex issues to enterprise systems or to a technical specialist/contractor supplied support services; as well as prepares and accomplishes all workorder work order routing. Maintains an automated database of customer requests, ensuring that current statuses are updated. Provides reports to supervisor for unusual problems or upon request. Administers and coordinates warranty contracts related to system support. Provides technical assistance and support on computer and other IT related problems. Technical assistance includes equipment operation and maintenance, analytical techniques to test and analyze computer equipment malfunctions and software errors. Provides timely, courteous, and professional service when conversing and interacting with users both telephonically and face-to-face. Provides technical assistance to local functional users to minimize operational disruptions. Performs other duties as assigned. Requirements Conditions of Employment Appointment Factor(s): This is an Excepted Service position that requires active membership in a military assignment in the Texas Army National Guard (TXARNG) and wear of the military uniform. Areas of Consideration: CAT 2, In-state, Excepted. This includes: All currently employed T32/T5 full-time permanent, indefinite and temporary personnel of the Texas Army/Air National Guard, and All current members of the Texas Army/Air National Guard. The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment. Must be able to obtain and maintain a Secret security clearance within one year of appointment. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate, to perform temporary duty assignments. Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six-month requirement may be granted per DoD8570.01-M, Failure to receive the proper IA certification may result in removal from this position. Specialized Experience Required: To qualify at the GS-11 grade level your resume must include relevant experience with beginning and ending dates of employment/experience reflecting the following: Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that has enabled you to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. One year specialized experience equivalent to at least the next lower grade level (GS-09) in the federal service or equivalent experience in the private or public sector which has provided the experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion, in addition to IT-related experience demonstrating each of the four competencies below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving.
