Our client, a leading Petrochemical Operator, is seeking a PSM (Process Safety Management) Manager for a permanent position to be based in Beaumont, TX.

Job Summary

The Process Safety Management Manager has the overall responsibility of developing and establishing compliance of the Process Safety Management (PSM) Program and the Risk Management Plan (RMP) of the plant. This position is accountable for leading and applying process safety principles to develop multi-disciplinary solutions for safety and risk issues across a wide range of operating assets and projects. Additionally, this role will develop, implement, and maintain programs and processes to manage high hazard activities and systems across the facility and facilitate the Root Cause Analysis (RCA) process as needed.

Responsibilities

  • Develop, manage, and maintain PSM programs and policies by leading the site's Process Hazard Analysis (PHA)/Hazard study programs to identify, evaluate, and control potential hazards within processes, including hazard identification, risk assessments, mitigation planning, and project implementation, development of procedures, compliance auditing, and compliance reporting.
  • Responsible for ensuring the PSM program complies with all OSHA and EPA/RMP standards by following the fourteen (14) elements of PSM while providing oversight and audit compliance to the PSM process.
  • Understanding and applying relevant legislation.
  • Oversee the procedure review, revision, and training process for PSM Operating procedures.
  • Audit all PSM-related procedures and processes for compliance and generate audit reports.
  • Manage the required reviews and updates on plant procedures.
  • Drive resolution for all PSM-related issues. Facilitate and participate in agency audits where documentation is needed.
  • Participate in any OSHA or EPA audits of PSM for the plant and interface with Federal and State Agencies as required.
  • Maintain a leadership role in Process Hazard Analysis (PHA) and Layers of Protection Analysis (LOPA) for existing and new processes and equipment.
  • Develop and manage the risk register for potential threats and create plans to prevent and mitigate problems.
  • Maintain and distribute assignments to owners of PSM tasks and activities.
  • Provide leadership, counsel, and technical assistance with others in process safety and deliver training to increase PSRM knowledge on site.
  • Leads, manages and facilitates the completion of process hazard identification, LOPA, and risk assessments to develop risk management strategies for the facility by identifying potential or actual adverse process safety hazards.
  • Leads the development and execution of process safety risks and manages projects to implement mitigation plans.
  • Participate in Incident Investigations and Root Cause Analyses (RCAs).
  • Manage PSM corrective actions developed from Incident Investigations, PHAs, audits, or trip reports.
  • Acts as site champion and facilitator for all RCAs.
  • Manage MOCs for PSM-related items. Ensure PSSR (Pre-Startup Safety Review) is completed for all Management of Change (MOCs) through routine audits.
  • Ensures that process safety-related documentation for all identified hazards is developed and maintained. This includes reviewing and organizing P&IDs and PFDs as necessary.
  • Identify and provide process safety training needs and provide that training through in-house resources or external consultancy.
  • Acts as site point of contact for all process safety-related matters and provides day-to-day advice & direction on process safety issues.
  • Ensures that an annual PHA program of PHAs is compiled and adhered to, including the closeout of actions related to PSM and the completion of annual site internal audits.
  • Provides technical expertise in process hazard studies and capital projects.
  • Always present a professional image to clients and vendors and maintain a positive reputation for the company.
  • Follow all relevant company policies and procedures.
  • Assists other Departments and other administrative personnel, as necessary.
  • Perform other tasks as assigned

Qualifications

Licenses, Certifications, and/or Registrations
  • Process Safety Professional Certification Preferred

Education, Experience, and/or Training
  • Bachelor's degree in related discipline required.
  • Minimum five (5) years' experience in a high hazard process plant environment
  • Experience designing relief systems preferred.

Knowledge, Skills, and Abilities
  • Extensive knowledge of process safety management as defined by 29 CFR Part 1910.119 OSHA PSM and 40 CFR Part 68 EPA RMP.
  • Working experience using Apollo Root Cause Analysis (RCA), Failure Mode and Effects Analysis (FMEA), or similar robust problem-solving tools required.
  • Knowledge in related standards and codes e.g., NFPA
  • Experience in development and implementing process safety related policies.
  • Strong knowledge of process safety methodologies and tools such as hazard study, LOPA etc. and extensive experience in leading these studies.
  • Communicating passionately about process safety and positively impacting the culture.
  • Strong team leadership skills with various organizational levels.
  • Ability to construct and carry out diverse plans and priorities within specific timetables.
  • Strong communication and presentation skills.

  • Ability to problem solve, identify, and resolve problems in a timely manner, gather and analyze information skillfully.
  • Planning/organizing - the individual prioritizes and plans work activities and uses time efficiently.
