Job description

Environmental Compliance Specialist This position requires an active CBP Public Trust clearance or the ability to obtain a CBP Public Trust clearance to be considered. An Environmental Compliance Specialist is a professional responsible for ensuring that organizations comply with environmental regulations and policies. They conduct thorough assessments of environmental practices, policies, and procedures to identify potential risks and ensure adherence to local, national, and international environmental standards. Their role involves evaluating and monitoring environmental impact, coordinating with regulatory agencies, conducting audits, and implementing corrective actions to mitigate environmental risks. By ensuring compliance, Environmental Compliance Specialists play a crucial role in promoting sustainable practices and protecting the environment for future generations. Compensation & Benefits: Estimated Starting Salary Range for Environmental Compliance Specialist: $65K to $75K per year. Full time benefits include Medical, Dental, Vision, 401K and other possible benefits as provided. Benefits are subject to change with or without notice. Environmental Compliance Specialist Responsibilities Include: Serves as a facilitator for a variety of meetings and ad hoc projects. This includes setting the agenda, managing the agenda, controlling the meeting environment, tracking action items, distributing meeting minutes, and reporting to stakeholders to ensure everyone is up to speed on project status and next steps. Supports the successful planning and execution of meetings and working sessions that have stated goals and/or objectives and require actionable outcomes for the Program Management Office. Supports all project requirements, which may include providing acquisition program management consulting and analysis as required to facilitate the success of specific programs. Assists the Program and Project Managers in managing and coordinating acquisition activities that may consist of monitoring required procurement timelines and milestones, assisting in the preparation and development of acquisition documentation, acquisition program documents, plans, and performance measures, and providing advice and assessments throughout the acquisition process. Assists in the development of a variety of acquisition-related program-supported business documents in accordance with U.S. Army Corps of Engineers (USACE), Federal Aviation Administration (FAA), General Services Administration (GSA), CBP, Homeland Security Acquisition Regulation (HSAR), and Federal Acquisition Regulation (FAR) regulatory requirements, and applicable policies, procedures and/or Federal directives. Develops requirements documentation meeting all applicable agency and federal requirements and deliver such documentation to the Government for review and submission to Procurement. Assists the Government in the preparation of Market Research, Determination of Findings, and Analysis of Alternative (AoA) documentation. Market Research and AoA documentation must consist of industry research and analysis of a minimum of three (3) vendors who can meet the criteria required. Assists in the preparation of Independent Government Cost Estimates (IGCE) and lifecycle costs for acquisition and program support requirements. Conducts the necessary research and analysis of the current market and other agency purchases of similar products and services, review historical prices, perform comparative analysis to similar programs, and obtain pricing data to facilitate the development of realistic program costs. Assists the Government with implementing an Environmental Planning Program in accordance with DHS and CBP policies, to ensure program compliance with environmental laws and regulations as related to the PMO projects. Analyzes potential effects on the environment due to implementing the construction, repair, and improvement projects; prepare reports and documentation such as Microsoft PowerPoint presentations and Excel spreadsheets; provide environmental guidance to Project Managers (PM) and the Program Manager (PgM); and advise the PMs on the process of obtaining environmental approvals from the relevant agencies and stakeholders. Coordinates with the Government designated authority for determination whether the use of a Categorical Exclusion (CATEX) requiring a Record of Environmental Consideration (REC) is appropriate, approval and signature for a REC for a CATEX, a Finding of No Significant Impact (FONSI) for an Environmental Assessment (EA), and a Notice of Intent (NOI) and/or Record of Decision (ROD) for an Environmental Impact Statement (EIS) in support of PMO programs and projects. Captures all ongoing environmental actions for assigned projects and input updated bi-weekly to the SharePoint tracking spreadsheet. Attends environmental planning, review, and compliance meetings to be conducted at CBP locations nationwide. The purpose of the meetings will be to provide technical guidance regarding environmental planning and compliance issues to ensure the most expeditious and effective implementation of the proposed projects. Attends scheduled meetings and capture meeting minutes that cover as a minimum, list of action items, environmental impact on project objectives, and any assistance required. Converts draft environmental documents for CBP internal review into PDF files for easier transmission by e-mail and web storage. All documentation shall be stored in the official Government systems of record as stated by the Government at the kick-off meeting. Reviews all projects and facility operations to ensure that each project is in compliance and shall produce a written report that discusses at a minimum, whether the project is in compliance with Proposed Action Alternatives, mitigation requirements, permit requirements and other commitments made to resource agencies during previous environmental planning processes and NEPA documentation. Provides subject matter expertise on environmental review documentation including but not limited to NEPA, Endangered Species Act (ESA), National Historic Preservation Act (NHPA), CWA, Clean Air Act (CAA), Coastal Zone management Act, Mitigation Requirements, California Environmental Quality Act, and agency coordination. Produces a written report that captures the compliance/non-compliance of each project along with recommended solutions for resolving non-compliance issues. Provides on-site support, that includes but is not limited to, a review of NEPA documents, Biological Assessments, project environmental planning assistance, environmental monitoring, and project oversight to ensure compliance with legal, regulatory, Tribal, and policy environmental requirements. Performs other job-related duties as assigned.Environmental Compliance Specialist Experience, Education, Skills, Abilities requested: Bachelor's Degree in Environmental Science or comparable area. Two (2) or more years of experience is required.
Experience preferably in a federal setting.
