Job description
The Human Resources Director reports to the CEO for the direction, coordination and overall management of the Human Resource function. The Human Resources Director is responsible for the overall planning, organizing, implementing, and controlling of the human resources functions of the institution to promote the effective and efficient utilization of hospital personnel for the North Texas Medical Center in Gainesville, Texas.
The Human Resource Director must identify, plan, coordinate, and implement strategic objectives for the HR department to ensure the organization's overall effectiveness. The HR Director is responsible for recruiting, employment, as well as employee relations and communications. This responsibility includes ensuring compliance with all federal, state and local government regulations as they relate to the human resources function. The HR Director develops and recommends human resources practices and procedures that assist in the growth of the facility, is responsible for the oversight of the Employee Health/Education department, serves as a part of the Administrative Team, and participates in Administrative Call rotation.
Duties and Responsibilities:
- Provides and adheres to confidentiality of Hospital business.
- Works with Administration to determine salaries, compensation issues and other human resources policies and procedures.
- Responsible for overseeing the employee benefits program.
- Serves as a resource for compliance of relevant federal, state and local registration relating to Human Resources, i.e., Title VII of the Civil Rights Act of 1964, Affirmative Action, ADA, FMLA.
- Assumes the responsibility for complying with federal, state and local government regulations.
- Manages human resources administrative functions including personnel files, applicant tracking, turnover and all other personnel actions and administrative responsibilities of the Human Resources function.
- Prepares for and represents the organization in unemployment claims.
- Responsible for overview of all Workers' Compensation claims with insurance carriers.
- Responsible for Employee Benefits, FMLA, and Worker's Compensation.
- Maintains the role as Employee Advocate, provides guidance and expertise to employees and management in resolving personnel problems, issues, and/or grievances.
- Maintains a sensitive, fair and impartial approach to dealing with employees.
- Mediates conflicts between employees and management to resolve misunderstandings, facilitate communication to promote effective working relationships.
- Interacts with department directors on a wide range of staff performance issues.
- Develops and evaluates recruiting resources and strategies.
- Coordinates all aspects of collecting and documenting job applications, screening applications for job openings, posting and advertising job openings, counseling, and terminating employees.
- Refers qualified applicants to department managers for posted openings.
- Responsible for pre-employment background checks and physicals.
- Explains/provides termination information, answers questions.
- Maintains job descriptions for the organization.
- Responsible for documentation and processing of employee evaluations.
- Obtains legal opinion when confronted with unusual, complex situations.
- Meets all applicable regulatory requirements, including but not limited to; state, federal and CMS Conditions of Participation requirements.
- Ensures that departments supervised are clean and provide a safe environment in which employees and patients are protected from physical, chemical and biomed hazards.
