This role is based in Irving, TX and is HYBRID. For the hybrid schedule, you will report into the Irving office a minimum of three days a week. Typical in-office schedule is Tuesday, Wednesday, and Thursday. This role is NOT remote.
Foot Locker, Inc. is seeking a Global Strategic Sourcing Senior Manager of GNFR ("Goods Not for Resale"), with primary focus on the IT/Tech space, to join our growing Global Procurement team. As Senior Manager of Global Strategic Sourcing, you will play a crucial role in developing, managing, and executing category strategies that support strategic imperatives and mission. You will position the Global Procurement organization as a trusted strategic partner across the enterprise. In this role, you will have key responsibility for all aspects of the sourcing organization, be responsible for developing and executing sourcing initiatives primarily for a variety of IT/Tech category (hardware, cloud, contingency workers, etc.) and some other GNRF categories, including but not limited to Marketing, Finance, Corporate Services, Facilities Maintenance, Supply Chain, etc. You will be required to build and execute RFPs and auctions using SAP Ariba. The role will require you to have a strong foundation in financial analysis (Excel) and an understanding of commercial and contractual dynamics.
The role reports to our Senior Director, Global Strategic Sourcing, and is part of the larger Foot Locker Global Procurement Center of Excellence. This includes partnering with key stakeholders within the respective organizations to identify and prioritize needs, understanding the market to determine appropriate sources of supply, benchmarking/baselining the current state, developing category, and sourcing strategies, leading the competitive process, supplier selection, commercial negotiations, deal finalization, managing and leading periodic supplier business reviews, and similar Category Management competencies. In addition, you will partner with internal teams (i.e. Legal, Privacy, Risk, IT Security, Finance, etc.) for onboarding, contracting, etc.

Responsibilities:
Develop, manage, and execute category strategies to support strategic imperatives and mission.
Partner with leaders across the enterprise to ensure efficient and effective category strategies, preferred suppliers, and competitive supplier evaluation.
Lead multi-functional stakeholder teams on strategic sourcing initiatives, ensuring benefit realization and value creation.
Develop close working relationships at all levels of the organization to stay aware of the strategic decisions, how third parties support and add value, and with the purpose of being able to find holistic solutions that meet their needs.
Understand and research the relevant organization categories and subcategories so you remain aware of best practices, leading suppliers, benchmark and baseline data, industry trends, etc.
Own and manage the end-to-end Source to Contract process for assigned categories, ensuring compliance and regulatory reporting.
Verify the relevance of sourcing strategy by consulting with leaders and understanding market trends.
Develop, monitor, and analyze procurement metrics and spend analytics.
Conduct market research and analysis to identify potential suppliers and negotiate favorable terms.
Ensure compliance with company policies, industry regulations, and ethical procurement practices.
Establish a robust supplier evaluation framework and identify opportunities for supplier development.
Deliver savings and value targets across multiple dimensions, including material deflation and cost optimization.
Assess business needs to recommend sourcing approach and plan.
Create approval decks, savings cases, and contract summaries for obtaining internal buy-in.
Develop and execute procurement sourcing initiatives (e.g., RFPs, auctions).
Drive savings / value creation and spend under management for your areas of responsibility.
Provide information to support monthly forecast vs. actuals, project pipeline opportunities, and projected savings.
Develop a thorough knowledge of company operations, policies, and procedures.
Manage sourcing activities from requirements to contracting.
Drive and lead negotiations with potential suppliers, partnering with multiple internal departments as efficiently and effectively as possible.
Ensure compliance with procurement policies, procedures, ethical standards, and supplier diversity requirements.
Drive adoption and continuous improvement in procurement processes and systems, including SAP Ariba.
Exercise advanced analytical skills when reviewing RFP results and recommending the business award.
Manage the communication of business awards to the business and supplier community.
10-15% travel might be required.
Qualifications:
Bachelor's degree in Business, Supply Chain Management, or related field.
Minimum of 7 years of experience in global strategic sourcing, IT/Tech category management and procurement- ideally with recent experience in either in Retail or CPG company in the Procurement IT space.
Proven track record of successfully managing complex procurement projects and delivering meaningful savings for the business, preferably in the cloud services, hardware, and contingent agencies field for IT/Tech.
Advanced knowledge of Excel and experience using PPT.
Experience operating with SAP Ariba, or a comparable sourcing platform.
Strong negotiation and project management skills.
Proficiency in procurement software and data analysis tools.
Proven analytical skills and demonstrated ability to troubleshoot and solve complex problems to drive value.
A deep knowledge of sourcing processes, market trends, benchmarks, and best practices across categories under management.
In-depth knowledge of category strategy, management and sourcing, methodologies, and best practices.
Ability to view all managed categories in a strategic context and ability to implement those strategies.
As sense of urgency to move projects timely to completion of successful outcomes.
Ability to formulate and build metrics around proposal analysis, award recommendations, and supplier performance (i.e. scorecards, KPIs, SLAs, downtime, penalties, incentives, rebates, pricing tiers, etc.)
Excellent teamwork skills, interpersonal skills, and partnering ability with multiple departments and stakeholders with aptitude to build, develop and maintain trusted relationships both internally and externally.
Able to present and communicate effectively (both oral and written) with all levels of the organization, including large audiences and executive leaders.

This role is also eligible to receive short term incentives that align with individual and company performance.
