Job description
Duties Develop policy and procedures to support organization acquisition efforts and/or contract requirements. Ensure compliance with terms and conditions by evaluating contractor performance during the contract lifecycle. Modify contracts by using market research. Advise contracting personnel on the acquisition/procurement process. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Foundational Career Level Certification or Contracting Professional Certification within 48 months of entrance on duty. Must submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Must be able to hold and maintain a Secret security clearance. This position is designated as Mission Essential. Employee can be required to remain on duty or report for duty during contingency operations or other emergency situations. This position is designated as a Key Position to ensure continuity in mission and cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization. This position has a requirement to lift up to 20 lbs. in the regular performance of duties. This position requires a pre-employment physical. Enrollment in the BPRP and/or CPRP is a condition of employment, which requires random drug testing and medical evaluation IAW AR 190-17 and/or AR 50-6. The employees may be required to sign for a mobile device and maintain a working telephone at all times. The employee is required to obtain and maintain certification in Project Management e.g. CAPM, PMP, CSM, Project+, or PRINCE2 is highly desired, but not required. Commensurate with mission requirements, the incumbent can be required to work overtime and other than normal duty hours which may include evenings, weekends, and/or holidays. Call back and emergency duty are regular requirements of this position. Basic Requirement for Contract Administrator (Project Management): Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized Experience: One year of specialized experience which includes: (1) Assisting contracting personnel with pre/ post award functions for acquisition efforts, (2) Utilizing market research to determine appropriate contracting office, (3) advising personnel on the procurement/ acquisition process, AND (4) Recommending policy changes to support contract efforts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify.
