Description CeLeen, an operating firm of Command Holdings, is currently seeking a Financial Operations Specialist III to support a contract for the Air Force Installation and Mission Support Center (AFIMSC) Resource Management (RM) Directorate. Responsibilities for this position may include (but not be limited to) the following: Monitoring issuance, execution, and tracking of centralized CE program funds. Preparing and tracking Commitment and Obligation documents, and managing status reports for documents such as Purchase Requests, Miscellaneous Obligation Document Records, Journal Vouchers, and other related financial documents. Using information from internal AFIMSC databases to provide reports to AFIMSC/RM staff to verify or update Execution plan data, Spend plan data, unfunded requirements analysis, 80/20 obligation mandates, and end of year reporting requirements. Tracking appropriate financial data in order to support management in the preparation of reports utilized for recurring AFIMSC meetings and quarterly Group, Board, and Council meetings. Internally tracking multiple legal limitations associated with funding appropriations (travel, contract, budget activities, sub activity groups, appropriations, etc.) Supporting accounting reporting and functions/data calls such as the Triannual Review (TAR), Monthly MORDs, Dormant Obligation/Unliquidated obligations (ULO), Open Commitments, and Control Summary Record (CSR) Management. Supporting reimbursable accounting programs related to external customer orders. Coordinating routine and periodic AFIMSC/RM reporting requirements such as Weekly Activity Reports, Key Process Indicators and other metrics. Supporting integration of budget execution efforts as the AFIMSC/RM and AFIMSC evolve. Conducting analyses of existing financial data and assisting in reviewing business rules and AFIMSC policies to deliver a monthly key process indicator report to assist in the development of AFIMSC/RM improvement plans. Analyzing all pertinent data to evaluate financial and programmatic issues, procedures, and policies for development of improvement plans. Developing and presenting analysis of RM areas of opportunity. In the absence of the Contract PM, maintaining regular contact with the Contracting Officer Representative (COR). Attending meetings in support of Client requirements. Work Environment: Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment). Ability to sit at a computer terminal for an extended period of time. Physical Demands: While performing the responsibilities of the job, the employee is required to sit, stand, talk, and hear. Requirements Basic Qualifications Bachelor's Degree and no less than 10 years of DoD financial management experience directly related to budget execution and strategic planning OR MA/MS in business, finance, accounting, organizational leadership, or business management, AND 7 years of DoD financial management experience directly related to budget execution and strategic planning. Current, active Secret security clearance. Demonstrated strong Organizational, Communication, and Interpersonal skills. Demonstrated experience in Mission critical Issues as it applies to Strategic Planning for FM, DoD Programming, Budget estimate submissions, Presidents' Budget (PB), and National Defense Authorization Act Certification documents (NDAAC). Demonstrated experience and knowledge of O&M/Budgeting, Execution, and Spend Plans. Must be able to perform duties independently. Outstanding communication skills, influencing abilities, and client focus. Demonstrated proficiency in using all Microsoft Office applications. Professional proficiency in English is required. Preferred Qualifications MA/MS in business, finance, accounting, organizational leadership, or business management. Direct experience with USAF finance directly related to budget execution and strategic planning. Expertise with interagency/external relationships (Air Force, MAJCOM, SAF, HAF, Installations and the Defense Finance and Accounting System (DFAS) is highly desired.
