The successful candidate will serve as the Information Systems Security Officer (ISSO) and provide crucial Advisory and Assistance Services (A&AS) to support the Air Force Civil Engineer Center (AFCEC) at Joint Base San Antonio (JBSA)-Lackland, TX. In this role, the candidate will be responsible for ensuring the security of the Construction Management Information System (CMIS) and related systems. Their duties will include implementing and managing cybersecurity controls under the Risk Management Framework (RMF) and ensuring compliance with the Federal Information Security Management Act (FISMA). Location: Primary Place of Performance is AFCEC/CFTP, JBSA Lackland, TX. Contractor may elect to perform the bulk of this work by full-time telework at an off-site location within 50 miles of JBSA Lackland AFB, TX. However, travel will be required to the various Air Force bases both CONUS and OCONUS. Clearance Requirements: SECRET Essential Roles and Responsibilities: The ISSO will oversee the preparation and management of Assessment and Authorization (A&A) packages, ensuring they meet the requirements for approval by the Authorizing Official (AO). Additionally, the candidate will be tasked with identifying and analyzing system vulnerabilities, conducting risk assessments, and performing regular security tests to maintain the integrity and security of information systems.
The role also involves managing privileged access to system programs, conducting cybersecurity training for personnel, and ensuring compliance with DoD 8570.01-M certification requirements.
The ISSO will also manage CMIS system records through platforms like the Air Force Enterprise Mission Assurance Support Service (eMASS) and ensure continuous monitoring of cybersecurity controls to meet ongoing security requirements. In addition, the candidate will work with the Government to support compliance with legal, statutory, and reporting requirements and provide technical assistance for cybersecurity-related issues across the organization.
Qualifications: Education: Accredited Associates degree in computer science or a related field
Experience: Minimum of five (5) years of experience as an Information Systems Security Officer (ISSO) or in a similar functional area.
Minimum of five (5) years management and practical experience in conducting Certification and Accreditation (RMF Assessment and Authorization).
Experience with Defense RMF A&A, ISCM, Security Test and Evaluation (ST&E) procedures and systems engineering principles to carry out activities leading to systems certification and accreditation.
Experience with IT concepts and principles, operating modes, systems, media, equipment, equipment configuration, and related software systems, processes, and procedures to assess and advise on vulnerability to attack from a variety of sources.
Experience with system software and systems development lifecycles, including systems documentation, design development, CM, cost analysis, database administration, system integration, and testing.
Certifications: Must have an approved IAM Level III certification: CAP, CASP CE, CISM, CISSP, GSLC.
