Job description
MILCON Planner This position requires an active NACI clearance or the ability to obtain a NACI clearance to be considered. Candidate will be a senior advisor to Cherokee and the Air Force's management of large construction projects throughout the Pacific ($10M - $500M). Cherokee employees are collocated with government personnel at Air Force headquarters in the Pacific providing advisory and assistance services (A&AS) to ensure the client obtains the facilities required for the mission within the appropriate scope, schedule, and budget. Facilities include aircraft pavements, hangars, maintenance, and other support facilities in Japan, Korea, Guam, and other locations. Tasks may include leading planning requirements meetings for new mission bed down, coordinating among DoD and Air Force organizations, working with NAVFAC/USACE as the agent, guiding the design process, and helping address complex planning and execution issues for senior-level approvals. Proactive engagement is essential. The ideal candidate may also act as team lead and astutely mentor Cherokee and government personnel. The position is on-site at Hickam AFB with the possibility of telework two days per week. Compensation & Benefits: Relocation assistance available Pay commensurate with experience. MILCON Planner Responsibilities Include: Lead or support the planning and development of facility and infrastructure requirements (e.g., MILCON and FSRM) through SATAF and other mission planning efforts. Work as an integral part of headquarters-level Air Force execution team working closely with mission planners, facility users, the design and construction agents (USACE/NAVFAC), engineering subject matter experts (SMEs), and installation personnel to identify project requirements and integrate them into the DoD facility investment strategies. Assist other project managers in executing project requirements; provide mentorship and guidance. Work closely with leadership at multiple headquarter offices to develop staffing packages, background papers, briefing slides, and monitor projects to address issues proactively. Review/analyze UFCs, AFIs, and other guidance documents applicable to design and construction of vertical and horizontal facilities. Prepare and submit regular reports on project status, milestones, and financial performance. Analyze schedules using Primavera P6 and MS Project (this is desired, but not mandatory). Performs other job-related duties as assigned MILCON Planner Experience, Education, Skills, Abilities requested: Bachelor's Degree in relevant field (in some cases experience may be substituted for the degree requirement); engineering degree preferred. PMP is a plus. At least five years of relevant experience working with US military/DoD facilities and requirements (preferably with US Air Force facilities). Experience at a US military headquarters-level organization. Experience with DoD mission planning such as SATAF or weapon system bed down. Ability to manage multiple, simultaneous, complex facility design/construction projects including proactively resolving project challenges. Understanding of Architectural & Engineering (A&E) utilization and contracts is a plus. Familiarity with DoD/Air Force software tools for project data, reports, cost estimating, and scheduling is a plus. Experience using cost estimating and scheduling tools (e.g., Primavera and MS Project) is a plus. Track record of working collaboratively with clients/customers to identify issues and solve problems. Ability to obtain and maintain a US Air Force NACI/SF85 for unescorted access to on-base facilities. Excellent English communication. Excellent computer skills.
