Job description

Duties - Certified Munitions Inspector. Independently performs full-spectrum, comprehensive surveillance upon a multitude of non-nuclear munitions and components utilized by various mission partners. - Transportation Specialist, Handler, and Hazardous Goods Preparer/Certifier. - Inspect, classify, repackage, transport and store end-item on all munitions and support equipment - Inventory Management Specialist. Preserves accountability and control of munitions assigned to Stock Record Account FV3047 in both the stockpile or issued to customers across the installation. - Uses one or more types of trucks, such as pickup or flatbed trucks, which typically have a gross vehicle weight of 4,000 pounds or less, on public roads at highway speeds Requirements Conditions of Employment U.S. Citizenship Required Males must be registered for Selective Service, see Must be able to obtain and maintain a SECRET security clearance. The work requires the employee to drive a motor vehicle. Disclosure of Political Appointments Should have knowledge of all phases of Theatre Integrated Combat Munitions System Working knowledge of munitions safety procedures, proper handling, management and disposal of hazardous munitions wastes and materials, is highly desirable Should have working knowledge of DESR 6055.09_AFMAN 91-201, Explosives Safety Standards, Resource Protection Program This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Qualifications In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-6500 Ammunition, Explosives, and Toxic Materials Work Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to do the work of a MUNITIONS EXAMINER-HANDLER without more than normal supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Thorough knowledge of munitions concepts, functions, operations, and methods required to perform inspections, validate serviceability, safety, security, and accountability of explosives, sub-components, and containers. 2. Munitions Inspector experience; attended the in-residence Inspectors Course preferred. 3. Knowledge of governing explosive safety regulations and procedures as outlined in Air Force, DOD, Occupational Safety and Health publications that directly impact safety of personnel and government resources. 4. Able to analyze, interpret, and comprehend technical orders, manufacturers' manuals, maintenance bulletins and other technical information; utilize TICMS, Conventional Munitions Restricted or Suspended (CMRS), Agile Munitions Support Tool, and NA VAIR online library. 5. Skill In the use of automated material processing equipment and TICMS systems to include computer terminals, optical readers, and scanners. 6. Hazardous Good preparer/ handler/certifier experience; attended in-residence course preferred. Ability to safely operate a forklift and various other munition materials handling equipment. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL EFFORT: Works on hard surfaces and in work areas that require standing, stooping, bending, and working in tiring and uncomfortable positions. May lift and carry weights up to 50 pounds. May handle heavier items with weight lifting equipment or with assistance from other workers. Work requires light to moderate physical effort in reaching, bending, turning, or moving hands, arms, feet, and legs to operate hand and foot controls while driving, raising, lowering, and tilting forklift trucks. Subject to possible strain caused by vibration of forklift trucks. Occasionally may be required to make limited emergency repairs on vehicles, such as changing a flat tire. Indoor physical demands typically include strain on the eyesight or fatigue of the wrists due to extensive periods of computer usage. WORKING CONDITIONS: Work is done inside and outside in an explosive environment where there is potential for explosions and fires. Works in close proximity to safety and health risks inherent to conventional munitions and explosives. Works in areas that may be hot, damp, cold, drafty, or poorly lighted. Employee is regularly exposed to the possibility of cuts, scrapes, and bruises, falling material, or injury from equipment. May be exposed to dust, dirt, grease, high noise, explosives hazards and chemical fumes while working in a hazardous industrial area. Required to wear protective clothing, such as safety-toed shoes, gloves, face shields, and hearing protection.
