Contracts Manager Location: Ft. Sam Houston, San Antonio, Texas Hybrid: 3 Days Onsite & 2 Days Remote. Position Summary
LinTech Global is seeking an experienced Contracts Manager to join our team and support our DHA government customer onsite in San Antonio, Texas. In this role, you will provide day-to-day management of contracts and overall program oversight, ensuring scope, cost, and schedule requirements are met while aligning with contractual deliverables. You will apply best practices in planning, tracking, change control, and risk management. The Senior Contracts Manager will manage all program resources, including subcontractors, and ensure effective communication with the team and the customer. You will provide regular updates and briefings on program deliverables, ensuring compliance with government regulations.
Key Responsibilities:
Contract Lifecycle & Program Management:
• Oversee all phases of contract management, from proposal to closeout, ensuring compliance with FAR, DFARS, and DoD-specific acquisition requirements.
• Provide leadership and guidance in managing scope, cost, schedule, and deliverables, implementing change control and risk management techniques.
• Ensure contracts comply with federal regulations and the specific requirements of the government customer.
• Develop, negotiate, and execute complex contract terms with the DoD and subcontractors.
Portfolio & Acquisition Management:
• Manage and oversee the Portfolio Management, Acquisitions, and Contracts (PMAC) function to ensure governance of IT projects and contracts.
• Track and monitor scope, schedule, and budget performance across multiple contracts.
• Document key deliverables and manage associated activities to ensure timely and accurate fulfillment of contract requirements.
Planning & Risk Mitigation:
• Gather requirements and use cases, develop work breakdown structures, and create detailed schedules, adjusting as necessary to meet contract objectives.
• Identify stakeholders in collaboration with management and subject matter experts (SMEs) and lead Integrated Project Team (IPT) meetings.
• Track risks and manage mitigation strategies for potential issues, ensuring minimal disruption to project timelines.
Communication & Stakeholder Engagement:
• Establish effective communication plans with team members and the government customer, ensuring alignment with program goals.
• Provide briefings and presentations to senior management and executive stakeholders on program deliverables and contract performance.
• Maintain alignment with the Front Office Portfolio, Program, and Project Management (PPPM) initiatives.
Compliance & Documentation:
• Ensure compliance with all contractual terms, FAR/DFARS regulations, and risk management practices.
• Maintain accurate and complete contract documentation, including financials, amendments, and closeout records.
• Support the development and implementation of contract management tools and systems.
Key Competencies:
• Expertise in federal and defense contracting principles, with in-depth knowledge of FAR/DFARS regulations.
• Leadership and mentoring skills to guide contract management teams and cross-functional stakeholders.
• Strong decision-making and strategic planning capabilities, particularly in managing complex projects and risk mitigation.
• Ability to deliver effective presentations and reports to senior-level executives and government officials.
• Commitment to maintaining compliance with ethical business practices and federal regulations
Qualifications & Skills:
Experience:
• 10+ years of contract management experience, with a focus on DoD contracts and federal acquisition.
• Proven experience in managing complex contracts, IT projects, and government programs.
• Extensive knowledge of FAR, DFARS, and ITAR regulations.
• Demonstrated leadership experience, including managing cross-functional teams and overseeing subcontractors.
• Must have a NACLC & DHA CAC to Start Work Onsite. • PMP Certified Highly Preferred.
Skills:
• Strong analytical and problem-solving skills with expertise in risk management and mitigation strategies.
• Excellent communication and negotiation abilities, with experience briefing senior stakeholders.
• Proficiency in contract management software, project management tools, and Microsoft Office Suite.
• Ability to create Work Breakdown Structures, schedules, and manage Integrated Project Teams.
• Preferred Skills:
Education:
• Bachelor's degree in business administration, Contract Management, Law, or a related field.
• Master's degree or relevant certifications such as CPCM, CFCM, or NCMA is strongly preferred.
