Job description

Duties Coordinates and integrates the work of different directorate action officers and ensures short and long range plans are developed and executed. Serves as communications technical expert in working groups comprised of functional specialists, support contractors, and matrix support personnel to develop plans for Headquarters functional areas. Plan communications support for forces deploying in support of consequence management missions and training. Provides support to expeditionary Army signal units using commercial off the shelf equipment, contracted fixed commercial infrastructure and DoD provided installation support. Provides commercial internet and non-secure voice, DoD NIPR Net, and secure networks and voice services. Integrates planning and policies to support automation, communications, and provide theater communications information to the command's future planning cell (FPC) and future operations center (FOC) in support of major exercises and contingencies. Provides vetted C4 requirements input to the Program Objective Memorandum (POM) development process. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Overtime and shift work may be required on short notice to include nights, holidays, and weekends. Must be prepared to support the Main Command Post at the headquarters or remote locations (Limited Deployment). May be required to obtain/maintain an appropriate Sensitive Compartmented Info. Intelligence Community Dir 704 security clearance (TOP Secret). May be required to submit to a urinalysis for illegal drug use. Must be able to obtain and maintain Information Assurance certification IAW DoD 8570-01-M, 12/19/05 (i.e., GSLC, CIO, etc). TDY of up to 25% is required. Specialized Experience: One year of specialized experience includes working knowledge with telecommunications program planning and policies; experience in analyzing and developing, communications systems, procedures, and requirements that demonstrate knowledge of current developments and trends in communications concepts and technology; Experience with communication concepts, principles and practices in functional areas of telecommunications (transmission, media, data transfer, ground to ground radio, switching systems, satellite links) to develop and implement communications systems in order to meet open compute project (OCP) requirements and resolve problems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Telecommunications Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
