Job description

Duties Duty 1: Performs Career Broadening assignments/duties. Directs or leads Air Force Manpower Requirement Determination (AFMD) studies. Plans and conducts studies, and develops input for requirement determination policies and procedures to be applied throughout the Air Force. Develops requirements determination guidance and criteria for timely and cost effective requirements determination studies, utilizing knowledge and expertise of various manpower tools and applications. Duty 2: In a Career Broadening capacity, Directs and/or leads additional AF Manpower Requirement Utilization studies. Plans and conducts studies, and develops input on Logistics Composite Model (LCOM), Air Force Mission Model (AFMM), Analysis of Alternatives (AoA), Manpower Assessments (MA), Air Force Programming Factors, Air Force Grade Reviews, Wartime Analysis, Data Analytics in cloud environment, and Organizational Maturity Model (OMM) Programs for HQ USAF. Plans develops and provides recommended responses to Congress, Air Force HQs, SAF, DoD. Participates as the Air Force Subject Matter Expert on Air Force requirement determination panels. Duty 3: Direct or leads DoD and AF level Manpower Special Studies or AF Program Integration. Plans and conducts studies, and develops input on special research studies; development of manpower programming tools for the Air Force Corporate Board and AF/A8; management of AF-wide Manpower and Organization personnel training needs and conferences; and management of AF-level organizational and individual performance awards programs. Career Broadening positions are managed by AFPC/DPCZ and are centrally funded. Positions are established specifically to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of a high-potential, mid-level manager. Career Broadening also provides training and developmental opportunities at various organizational levels. These assignments offer the qualified candidate a unique assignment in that the candidates brings certain experience to the assignment while gaining new experiences in a different work environment TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition Travel by regularly scheduled commercial or military conveyances IAW Joint Travel Regulations may be required in performance of TDY Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays Shift work and emergency overtime may be required Employee must maintain current certifications Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience Expert knowledge of programming and resource allocation processes in BPPBS, the Air Force Program Objective Memorandum (POM), Budget Estimate Submission (BES), and President's Budget (PB). Working knowledge of the Air Force programming/budget process and the integral role played by the manpower programmer in producing the Air Force POM, BES, and PB. Knowledge of the impact of programming actions upon the Air Force, MAJCOMs, FOAs and functional OPRs. An understanding of the policies and procedures pertaining to the development, publication, and distribution of HQ USAF Manpower Programming Documents. Knowledge of the manpower determination process and the interface between Air Force and MAJCOM Manpower offices. Expert knowledge of a wide range of qualitative and quantitative methods .for the assessment and improvement of critical command plans and programs for participating in or conducting major operations such as mission and flight operations, tactical airlift, tactical training, rescue, deployment, mobilization, PPBS, acquisition, special operations, exercise, foreign military sales, contingency, or similar operations Knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge of and skill in designing and conducting comprehensive studies, and developing solutions to broad, important, and severe command operational and contingency areas. Ability to plan, organize, and develop studies or projects, and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial resources, and require extensive changes in established concepts and procedures. Ability to analyze issues, develop staff positions/recommendations, brief senior decision makers, and originate and staff correspondence and other documentation through policy making officials resolving issues and controversies OR Have a combination of specialized experience and graduate level education that meets 100% of the qualification requirements for this position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-12 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of qualitative and quantitative techniques to apply management engineering principles, concepts and methodologies and financial management directives, concepts, procedures, guidance and policy. 2. Knowledge of and skill in application of policies, directives and guidelines applicable to the A-76 Competitive Sourcing Program. 3. Knowledge of agencies' long-range doctrine, joint vision, and strategic planning goals and objectives and knowledge of planning, programming, and budgeting systems. 4. Knowledge of the mission, roles, functions, organizational structures, and operations of large agencies, as well as knowledge of laws and regulations pertinent to the agency to provide input or study support to HQ and staff. 5. Knowledge of manpower resource management principles, techniques, and requirements. 6. Skill and ability to plan, organize, and conduct/direct comprehensive management studies of extremely broad and unclear scope to identify and resolve broad, sever, and important management problems. 7. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy.
