Duties Summary: The primary purpose of this position is to exercise second level supervisory and managerial authorities over the Child and Youth Services Flight activities assigned to the Force Support Squadron. Provides focus and direction for support services contributing to the mission readiness, resilience and well-being of the military force and family members. Duties: Plans, organizes, and oversees the activities of the Child and Youth Services Flight. Exercises supervisory personnel management responsibilities of APF and NAF Personnel. Represents the Force Support Squadron with a variety of installation and functional area organizations. Establishes, defines, and implements requirements for child and youth services programs to ensure operations are in line with regulatory and fiscal requirements, support goals, and mission requirements. Other assigned CYP and FCC personnel are eligible for 25% discount. Work may occasionally require travel away from the normal duty station on military or commercial aircraft. Employee may be required to work extended or other than normal duty hours to include evenings and weekends and may be subject to recall. The work requires the incumbent to obtain and maintain the appropriate security clearance. Must meet OPM qualification standards for the 1701 series. The preferred candidate will have a 4-year degree or equivalent from an accredited college in the field of child development, early childhood education, (cont'd) (cont'd) home economics (early childhood emphasis), elementary education, special education or other fields appropriate to the position to include education, social work and psychology (cont'd) (cont'd) in addition to nine credit hours in leadership, management and/or administration. Must complete all mandatory training IAW AFI 34-144, Air Force Youth Programs and Flight Chief. This position has been identified as having "regular contact with children" requiring a State Criminal History Repository (SCHRC), National Agency Check Investigation (NACI), (cont'd) (cont'd) and local background checks to be completed on any person selected for the position. IAW AFI 34-801, a pre-employment physical examination with a renewal at least every three years, and specified immunization are required. This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions (cont'd) (cont'd) must be removed from their military recall status if alternative for filling of the position during an emergency are not available. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an (cont'd) (cont'd) emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. Qualifications This is an obligated position in which an employee has return rights. Upon the employees return, Incumbent may be required to vacate the position. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Applicants must have a Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position of a Supervisory Child and Youth Specialist. OR COMBINATION OF EXPERIENCE AND EDUCATION: Courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes 1) Applying a professional knowledge of concepts, principles, theories, and practices relating to social or behavioral science and/or child and youth development. 2) Providing a working knowledge of financial, budget, resource management practices and principles, and analytical and evaluative methods and techniques. 3) Applying a working knowledge of safety, security, personnel management, and EEO regulations, practices and procedures. 4) Organizing and utilizing community resources within the program framework to augment the program to meet installation objectives. 5) Planning, organizing, and directing the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. 6) Analyzing, planning, and adjusting work operations of one or more organizational segments to meet program requirements and objectives within available resources. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of concepts, principles, theories, and practices relating to social or behavioral science and/or child and youth development. 2. Knowledge of financial, budget, resource management practices and principles, and analytical and evaluative methods and techniques. 3. Knowledge of safety, security, personnel management, and EEO regulations, practices and procedures. 4. Skill in effectively organizing and utilizing community resources within the program framework to augment the program to meet installation objectives. 5. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. 6. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
