OPEN: 3 October 2024 CLOSE: 17 October 2024 Air Force Nuclear Weapons Center (AFNWC) is currently seeking a Financial Management Specialist (NH-0501-03) to support the Air Force Program Executive Office for Intercontinental Ballistic Missiles (AFPEO/ICBM) portfolio within the ICBM Systems Directorate (AFNWC/NI), Air Force Nuclear Weapons Center, Hill AFB, near Layton, UT. This position (M) is an NH-0501-03 position which has a typical 2024 salary range of $86,962 - $134,435. This position is not eligible for remote or full time telework; situational-based agreements may be available at the discretion of the hiring manager. The AFPEO/ICBM Financial Management Specialist will be responsible for providing proactive financial management support to Chief Financial Officer for AFPEO/ICBM systems and assist/contribute to stand up activities for the NI Directorate. MAJOR DUTIES : Tasked with data analysis, reporting, and preparing recommendations for regular briefings on financial reporting, budget justification, unfunded requirements, and fiscal strategies for each portfolio. Required to maintain awareness of operational program cost, schedule, performance, requirements, and risk as it relates to the Center's financial state. This position is heavily engaged in Program Management Reviews (PMRs) identifying and resolving any financial issues by accurately reviewing and documenting budget data in a wide variety of unrelated forms, reports, and schedules to understand what, why, and how relational impacts are being made over various schedules. Coordinates primarily with PEO Program and Financial Managers to provide financial guidance and support to assist in ensuring timely and effective execution of mission strategies. Candidates should have a strong ability to work independently and conduct analysis, perform actions, develop solutions, and provide recommendations and assistance to PEO Senior Leaders, Chief Financial Officers (CFOs), and Program Managers. To ensure success in position, candidates must have extensive experience in consolidating data to build and deliver briefings to key decision makers and stakeholders, positive interactions with others, advance-level in MS Office products and unique AF systems, primarily the Comprehensive Cost and Requirements (CCaR) and Project Management Resource Tool (PMRT) applications. This position will serve as a liaison/bridge to assist in the FM activities supporting the PEO PEG and NI Directorate front office group for a defendable portfolio for resources. DESIRED REQUIREMENTS: Candidates must have at least 2-3 years' experience managing and reporting status on multi-year appropriation financial program(s) outlined on the resume that can be verified by references provided. Candidates must have experience utilizing the Comprehensive Cost and Requirements (CCAR) system and Project Management Resource Tool (PMRT) applications, Commander's Resource Integrated System (CRIS), ASARS Air Force Budget & Execution Analysis Tool (AFBEAT), and Automated Funds Management System (AFM) for program and financial management reporting. Candidate should have strong ability to gather, assemble, and analyze data to recognize issues, project potential effects, prepare summary reports of findings/conclusions, and provide recommendations or courses of actions. Candidate should have experience in data analytics, acquisition, and budgeting and the ability to select and apply a variety of standard or new analytical methods/techniques to budgetary processes and special studies. Candidate should have the ability to identify areas of funding shortfalls and excesses and propose re-programming/re-phasing actions as needed. Candidate should have experience or knowledge of acquisition program structure for budgeting, budgeting procedures, regulations, policies, and guides. Candidate should be proactive and demonstrate ability to work independently and conduct analysis, perform actions, develop solutions, and provide recommendations and assistance to PEO, Chief Financial Officers (CFOs), Program and Element Managers (PM/PEM) at all levels. Candidate should have the ability to communicate clearly and effectively, both orally and in writing. REQUIREMENTS FOR THE POSITION: United States Citizenship Must be able to obtain and maintain a Top-Secret/SCI security clearance. This is a Department of Defense Financial Management (DoD FM) Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. DoD FM Level 2 or Alternate Professional Certification (as identified by OUSDI) is required or must be obtained in 24 months. This position also requires the employee to engage in acquisition continuous learning activities achieving 60 Continuing Education Training (CET) hours every 24 months. The employee must meet, or be capable of meeting, Defense Acquisition Workforce Improvement Act (DAWIA) Business Financial Management (BUS-FM) - Practitioner certification requirements applicable to the career category designated on the position description within policy timeframe. This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning Points (CLP) every 24 months. Employee may be required to travel occasionally away from the normal duty station in military and/or commercial aircraft to perform temporary duty assignments. Work may occasionally require the employee to work outside the normal business hours, such as overtime or an irregular work shift.
