OPEN: 5 SEPTEMBER 2024 CLOSES: 19 SEPTEMBER 2024 Air Force Nuclear Weapons Center (AFNWC) is currently seeking a full-time Supervisory Financial Specialist to serve as the Chief Financial Officer (CFO) and Organizational Senior Functional (OSF) to the Air Force Nuclear Weapons Center (AFNWC) Intercontinental Ballistic Missile (ICBM) Systems Directorate (NI) and Air Force Program Executive Officer (AFPEO) ICBM at Hill Air Force Base in Layton, UT. This position (960645) is an NH-501-04 position which has a typical 2024 salary range of $122,198 - $186,854. This position is not eligible for remote or full time telework; situational-based agreements may be available at the discretion of the hiring manager. The CFO serves as technical expert and advisor to the dual-hatted one-star Director (AFNWC/NI) and AFPEO for ICBM responsible for the oversight and integration of a highly complicated financial portfolio that contains 28 ACAT programs and a $49.9B Future Year Defense Program multi-year acquisition and non-acquisition Investment, Operation and Maintenance, Reimbursement and Sustainment resources. The CFO will actively engage both Air Force Global Strike Command (AFGSC), as the Lead Command for ICBM, and SAF/AQ to establish and prioritize requirements of these systems to effectively advocate for resources as well as proposed reallocation and reprogramming actions in support of the PEO's acquisition objectives. The CFO is also designated as the Financial Management (FM) OSF, responsible for organizing, training, and equipping the directorate's FM team. MAJOR DUTIES : This position provides direction and guidance on all financial matters, cost, acquisition strategies and processes for programs/projects for early phases of acquisition. The NI CFO is the senior functional advisor to the Director and PEO providing guidance, advice and strategic decision support. This position will have significant visibility and engagement with HQ AFNWC Staff, SAF/AQ, and multiple MAJCOM counterparts for requirements generation and planning. The candidate will need to be a master of change management while shifting between the roles of internal tactical execution, external strategic engagement and collaborative execution and oversight. As OSF, the candidate will be responsible for workforce planning, development and management of over 60 financial managers and cost analysts within the directorate. The successful CFO/OSF candidate has a highly collaborative work style, with the ability to handle changing processes, lack of structure and other uncertainties that come with building a new organization from scratch. Desired Requirements : Specialized experience at the NH-04 or equivalent grade is highly preferred. Specialized experience must include leading teams and managing FM acquisition processes that support development, investment and sustainment decisions for major acquisition programs. Strong communication skills for distributing guidance and deadlines to subordinate units and then collecting/integrating disparate deliverables into a unified, timely and compliant response. Strong knowledge of FM regulations that support the DoD acquisition framework. History of delivering fiscally compliant and favorable outcomes for program offices & leaders. Track record of promoting positive and productive work climate for direct reports and others. Must have the FM technical knowledge of Planning, Programming, Budgeting, and Execution (PPB&E) processes. REQUIREMENTS FOR THE POSITION : United States Citizenship Must be able to obtain and maintain a Top-Secret/SCI security clearance. This is a Department of Defense Financial Management (DoD FM) Level 3 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. DoD FM Level 3 or Alternate Professional Certification (as identified by OUSDI) is required or must be obtained in 24 months. This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuing Education Training (CET) hours every 24 months. The employee must meet, or be capable of meeting, Defense Acquisition Workforce Improvement Act (DAWIA) Business Financial Management (BUS-FM) - Experienced (APDP Level 3 prior to Oct 2022) certification requirements applicable to the career category designated on the position description within policy timeframe. This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning Points (CLP) every 24 months. This is a Critical Acquisition Position (CAP). Unless specifically waived by the appropriate component official, i.e., the Director of Acquisition Career Management for the component, the Service Acquisition Executive, or the Service Secretary, the following are statutorily mandated requirements. Selectee must execute a written agreement to remain in Federal service in this position for at least three years. In signing such agreement, the employee does not forfeit any employment rights, nor does such agreement alter any other terms or conditions of employment. The incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually Employee may be required to travel occasionally away from the normal duty station in military and/or commercial aircraft to perform temporary duty assignments. Work may occasionally require the employee to work outside the normal business hours, such as overtime or an irregular work shift.
