OPENS: 27 SEPTEMBER 2024 CLOSES: 11 OCTOBER 2024 Air Force Nuclear Weapons Center (AFNWC) is currently seeking a full-time Supervisory Information Technology Specialist (PLCYPLN) Program Manager to work in the Information Technology (IT) Networks and Development Branch within the Sentinel Systems Program Office, at Hill Air Force Base, near Layton, Utah. This position (938561) is an NH-2210-04, which has a typical 2024 salary range of $122,198- $186,854 . There is potential for a Group Retention Incentive in addition to basic salary. This position is not eligible for full-time or remote telework because of the sensitive nature of the work. Telework may be authorized on a case-by-case, ad hoc basis. The primary purpose of this position is to serve as the Supervisory Information Technology Specialist of the Sentinel Systems Program Office IT Networks and Development Branch. This position is responsible for a wide range of functions to include policy development, strategic and capital planning, investment control, standards development, process development leadership, resource management, IT investment portfolio leadership, knowledge management, cyber workforce leadership, enterprise architecture, infrastructure planning and management, technical network program management, auditing, information assurance, network architecture design leadership, technical IT contract program management, with particular emphasis on leading program and technical teams in solicitation of and validation of requirements and building executable plans for enterprise IT contract support, to ensure efficient and effective IT capability. This is a unique and exciting opportunity to join the Sentinel Systems Program Office IT team. The Sentinel program is a major defense acquisition program charged to develop and deliver a full system replacement for the nation's Minuteman III Intercontinental Ballistic Missile (ICBM) System, providing the ground based strategic nuclear deterrent to the United States of America. DUTIES : Primary stakeholder in underlying IT processes and functions supporting the program, providing direction and monitoring all significant activities to successfully deliver IT services. Manages internal relationships with IT process owners supporting the service. Provides enterprise cybersecurity and supply chain risk management guidance for development and operation of networks. Plans, organizes, and directs IT and information knowledge management activities which comply with legal, regulatory, and AF/DoD-directed requirements to meet mission and customer needs. Briefs senior leadership and officials on IT systems, requirements, network RMF, and procedures required to obtain, develop, authorize, deploy, and sustain information systems. Executes decision-making authorities and establishes vision and direction for the organization's cyber and cyber-related policies, resources, and/or operations, while maintaining responsibility for risk-related business decisions affecting mission success. Develops, reviews, and manages project schedules, program IMS' and IMPs for IT programs, and serves as program management technical leader on network cybersecurity and IT activities. Leads and directs teams in development of contract documentation, statements of work, market research, and serves as the program subject matter expert (SME) on source selections for award of IT contracts including briefing of program and senior leaders on IT contract strategies. Supervises and plans work to be accomplished by subordinates, sets and adjusts short and long-term priorities, and prepares realistic schedules for completion of work. SKILLS : 3-5 years of relevant experience with day-to-day operations of a cybersecurity program is typically required. Primary cyber workforce code of Program Manager (801) Leads, coordinates, communicates, integrates, and is accountable for the overall success of the program, ensuring alignment with agency or enterprise priorities. Additional cyber workforce code of IT Investment/Portfolio Manager (804) Manages a portfolio of IT investments that align with the overall needs of the mission and enterprise priorities Expert knowledge and ability to provide technical leadership and project/program oversight over highly complex IT, and knowledge management (KM) activities is highly preferred. Knowledge of IT acquisition/procurement requirements, secure acquisitions (e.g., relevant Contracting Officer's Technical Representative (COTR)/ Contractor Officer Representative (COR) duties over IT contracts, secure procurement, supply chain risk management), organization's enterprise IT goals and objectives, and risk threat assessment is highly desired. Knowledge of concepts, practices, and techniques used to identify, engage, influence and monitor relationships with individuals and groups connected to IT work and development efforts is highly valued. Knowledge of organizational mission and function and how to work effectively within social, political, and technological systems to achieve and measure quality, timeliness, and cost-effective results is highly preferred. Knowledge of the principles, methods, and techniques of IT planning, management, monitoring, and evaluation as well as knowledge of the principles, methods, or tools for developing, scheduling, coordinating, managing IT projects and resources, monitoring and inspecting costs, work, and contactor performance is desired. Knowledge of principles, methods, and tools for the coordinated management of IT programs to include providing oversight of multiple IT projects and program governance is a plus. Knowledge of the principles and methods to identify, analyze, specify, design, and manage functional and infrastructure requirements; includes translating functional requirement into requirements used for alternative technologies or approaches is valued. Knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures is preferred. IT Specialist candidates do not have a positive education requirement, but the role of this NH-04 position would typically favor those with a bachelor's degree in a related field. Master's degree is preferred. REQUIREMENTS FOR THE POSITION (NOT ALL-INCLUSIVE) : U.S. CITIZENSHIP Employee must be able to obtain and maintain a Top-Secret security clearance with special caveats and will be required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise. A fully adjudicated Top Secret clearance within past 5-years is preferred. Employee must meet Defense Acquisition Workforce Improvement Act (DAWIA) requirements, which includes achieving Program Management Advanced certification category within 48 months after appointment.
