OPENS: 30 SEPTEMBER 2024 CLOSES: 21 OCTOBER 2024 Air Force Nuclear Weapons Center (AFNWC) is currently seeking two full-time Supervisory Logistics Management Specialists to work in the Sentinel Systems Program, Intercontinental Ballistic Missile (ICBM) Systems Directorate, at Hill Air Force Base near Layton, Utah. These positions (174343/914367) are an NH-0346-04 Product Support Manager (PSM) or NH-0346-04 Deputy Product Support Manager, which have a typical 2024 salary range of $122,198 - $186,854. These positions are not eligible for remote or full time telework; situational-based agreements may be available at the discretion of the hiring manager. Multiple selections may be made with this announcement. The primary purpose of these positions is to directly oversee the implementation of the 12 Integrated Product Support elements for the Sentinel Program and perform the PSM statutory requirements of 10 USC 4324. The PSM position is designated as a Key Leadership Positions (KLP) in an MDAP ACAT 1C and is integral to the success of Sentinel as it enters Full Rate Production and into Sustainment; prospective candidates must meet KLP requirements to be considered for the PSM position. The deputy PSM will support and execute duties within the authority of the PSM. DUTIES : Responsible for the implementation of the 12 Integrated Product Support elements Proactively develop and present technical and programmatic briefings and reports to senior executives. Engage with extended and geographically dispersed teams, including subject matter experts from across the Sentinel and Minuteman III Programs, AFNWC, Air Force Global Strike Command, National Nuclear Security Administration, Sandia National Labs, Kansas City National Security Campus, integration support contractors, United States Army Corps of Engineers, Acquisition and Sustainment within the DoD, SAF/AQD, SAF/AQP, SASPO, B-21 Program, LRSO Program and others to ensure product support activities are successfully planned, coordinated, and executed. Ensure compliance with the Sentinel Life Cycle Sustainment Plan, incorporates the Product Support Strategy, and provides inputs assists with Logistics Health Assessments. Develop, update, and implement a life cycle sustainment plan. Ensure the life cycle sustainment plan is informed by appropriate predictive analysis and modeling tools that can improve material availability and reliability, increase operational availability rates, and reduce operation and sustainment costs. Conduct appropriate cost analyses to validate the product support strategy and life cycle sustainment plan, including cost-benefit analyses as outlined in Office of Management and Budget Circular A-94. Ensure achievement of desired product support outcomes through development and implementation of appropriate product support arrangements. Adjust performance requirements and resource allocations across product support integrators and product support providers as necessary to optimize implementation of the product support strategy. Periodically review product support arrangements between the product support integrators and product support providers to ensure the arrangements are consistent with the overall product support strategy. Prior to each change in the product support strategy or every five years, whichever occurs first, revalidate any business-case analysis performed in support of the product support strategy. Ensure that the product support strategy maximizes small business participation at the appropriate tiers. Ensure that product support arrangements for the covered system describe how such arrangements will ensure efficient procurement, management, and allocation of Government-owned parts inventories in order to prevent unnecessary procurements of such parts. SKILLS : These positions typically require eight (8) or more years of progressively complex life-cycle logistics management experience. Second level supervisory experience greater than one year is highly desirable. Strong communication, leadership skills and a background in executing program management is desired. Experience with organizational team building, leading the integration of multiple organizations, and setting clear mission objectives to achieve desired results and outcomes is preferred. Familiarity with Digital Sustainment and Data Management including Model Based System Engineering, Product Life-cycle Management, and others to develop and execute digital acquisition and sustainment is valued. REQUIREMENTS FOR THE POSITION : U.S. CITIZENSHIP Employees must be able to obtain and maintain a Top Secret/SCI security clearance and will be required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise. Must have at least two (2) years as a functional mentor (10 hours per year). Must have Cross-functional and Broadening assignments/rotations. Selectee must also meet Defense Acquisition Workforce Improvement Act (DAWIA) requirements for Lifecycle Logistics Management "Advanced" within six (6) months of appointment to the position, or secure an approved position requirements waiver for membership except grade in accordance with 10 USC 1733 (recently renumbered to 10 USC 1731) Critical Acquisition Positions USC-2012-title10-section1733&num=0&edition=2012 and 10 USC 1737: Definitions and General Provisions: :USC-prelim-title10-section1737&num=0&edition=prelim Must take Logistics 4650 Executive Product Support Manager's Course within the first year of hiring or have taken in the past five years.
