Responsible for developing and implementing company legislative and regulatory strategies on various complex environmental issues for the states of California, Idaho, Oregon, Utah, Washington, and Wyoming. Provides leadership and advice to management that guides the company's interest in fulfilling its Environmental RESPECT commitments. Under the direction of management implements business objectives, and plans. Supports company programs and policies. Supports mandated environmental programs and activities.
Responsibilities• Evaluate proposed state and federal environmental laws and regulations that have the potential to impact company operations or policies. Develop comments on proposed state and federal laws and regulations.
• Integrate environmental assessments of existing and anticipated environmental regulations into the planning and operating decisions of the business units.
• Communicate and collaborate with internal teams, including thermal generation operations, thermal generation environmental, engineering support, resource development, integrated resource planning, government affairs, regulation, and other departments.
• Develop and maintain agency, legislation and regulatory contacts as necessary to provide essential input on relevant laws and regulations.
• Advise management of the impact of proposed state and federal environmental legislation and regulation and develop potential compliance strategies.
• Prepare and submit testimony in agency legislative or regulatory hearings. Proactively participate in trade associations and various task forces to assist in the development of laws and regulations.
• Assist in development and enactment of responsible environmental laws and sound public policy supported by the company.
• Maintain an understanding of processes within the business units and a working knowledge of environmental issues that may impact those processes.
• Provide leadership and direction to management on the Environmental RESPECT principles.
• Assist in the development of strategic environmental plans and initiatives.
• Bachelor's degree in Environmental Science, Political Science, Governmental Affairs, Communications or a related field; or the equivalent combination of education and experience.
• A minimum of seven years of related progressive work experience.
• Communication and interpersonal skills with the demonstrated ability to communicate complex information accurately and understandably.
• Must possess the ability to establish and maintain good working relationships with business unit personnel, government agencies, trade groups, outside stakeholders, and others.
• Superior writing skills, with the ability to read and summarize voluminous regulatory and legislative proposals and prepare comments on behalf of the Company.
• Knowledge of external business environment, laws, political climate and the Company's strategies, policies, practices, and procedures.
• Advanced knowledge of environmental laws and regulations
• JD, MBA, MS or similar advanced degree.
• Knowledge of the utility industry, the political, economic, and social climates in which the Company operates.

This position is eligible for an annual discretionary performance incentive bonus of up to 15.00% of salary.
